subject to all of the rules and regulations, assessments and ben-
efits affecting the same as the said territory for the purposes of
direct tax or any or all of the provisions of the said Chapter
122 of the Acts of 1918 and amendments thereto shall be taken
as and treated as if the said territory were within the original
boundaries for the said Sanitary District, provided, however,
that no land tax shall be levied by the County Commissioners
of Montgomery County against the territory in either of said
territories nor shall the Commission levy any tax, assessment
or benefit charge within said territories until such time as the
construction of a water and sewer system or either is actually
begun in the said communities, or either of them.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all of the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect from
the date of its passage.

CHAPTER 470.

AN ACT to add a new section to Article 27 of the Code of Pub-
lic General Laws, entitled "Crimes and Punishments, " sub-
title, "Fraud, " and to provide punishment and penalties for
the violation of the same.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and the same is hereby added to
Article 27 of the Code of Public General Laws, entitled
'"Crimes and Punishments, '' sub-title, "Fraud, " said new sec-
tion to follow immediately after 'Section 160, and to be known
as 160A, to read as follows:

Section 160A. No transfer ticket or written or printed in-
strument giving or purporting to give the right of transfer to
any person from a conveyance operated upon one line or route
of any carrier of passengers to a conveyance operated upon
another line or route of the same carrier of passengers., or upon
the line or route of any other carrier of passengers, shall be
issued, sold or given except to a. person lawfully entitled there-
to. Any person who shall issue, sell or give such a transfer
