of 88 rods: (4) South 32½ degrees East 92 rods to a point in
a field crossing a lane at the end of 08 rods; and thence run-
ning so as to exclude the buildings on the lands of Walter
Brilhart; (5) North 74 degrees East 85 rods to a point 17
rods east of the east edge of the State Road from Manchester
to Baltimore; (6) North 914 degrees West 92 6/10 rods to a
point about ten feet inside the cemetery grounds; thence run-
ning so as to include the Ice Plant; (7) North 5914 degrees
East 108 rods to a point in field 13 1/10 rods beyond a private
road and opposite the corner of a woods at that place; (8)
North 8% degrees west 96 rods to a point in the west edge of
the Manchester-York Road; thence running on the right side
of the lane leading in past Jeremiah Henry's buildings so as to
include said buildings; (9) North 56% degrees West 14 rods
to a point back of these buildings; (10) North 86 degrees West
17 rods; (11) North 81½ degrees West 128 rods to a point on
hill east of the Manchester-Hanover Road; (12) North 61
degrees West 32 rods to the first named place of beginning, as
will appear by reference to certificate and plat fully describing
the bounds of the corporation filed with the Clerk of the Circuit
Court for Carroll County for record.

67. The government of the town shall be vested in and en-
forced by a Mayor and a Common Council of five members, who
shall be elected by the citizens, male and female, of the town
qualified to vote for delegates to the General Assembly. The
Mayor and each Councilman shall be at least twenty-five years
of age, and each shall have been a resident of said town for at
least twelve months next preceding such election, and the Mayor
and each Councilman, or the wife of each Councilman, shall be
the owner of real estate or leasehold property in said town and
a taxpayer in said town on an assessment of at least five hun-
dred dollars. At the election to be held in April, 1925, the
Mayor and two members of the Council receiving the highest
number of votes shall hold office for the period of two years;
the three other members of the Council holding for one year;
and if at this election there shall he a tie between more than
two candidates with the highest number of votes, the ones to
hold office for two years shall be publicly determined by lot,
after due notice to the parties interested by the Judges of Elec-
tion. At the election to be held in April, 1926, there shall be
three members of the Council elected for a period of two years,
and at the election in the year 1927, the Mayor, with two mem-
bers of the Council, shall be elected for two years, and so
