created shall in its discretion decide and determine according to
its best judgment the plans and specifications for such buildings,
but the plans and specifications and the equipment shall be iden-
tical for each of the buildings in Snow Hill, Pocomoke City and
Berlin; and the plans and specifications and the equipment shall
be identical for each of the buildings at Bishopville and Whaley-
ville, and said Commission hereby created shall make all con-
tracts for such work, such contracts to be in writing and to be
executed on the part of the Commission by the signatures of the
Chairman and Secretary; and in carrying out the purposes of
this Act the said Commission may employ and pay such archi-
tect or architects, builders, inspectors, supervisors or other ad-
visors as the said Commission may deem wise and advantageous
to the public interest. It shall keep minutes of its proceedings
and other records and books necessary to the proper administra-
tion of the duties herein imposed upon it, such minutes and rec-
ords to be open at all reasonable times to the inspection of any
taxpayer and be surrendered after the completion of its work
herein authorized to the custody of the County Commissioners of
Worcester County.

SEC. 9. And be it further enacted as aforesaid, That in the

discharge of the contracts entered into by said Commission

for the work herein authorized, the said Commission shall issue
a warrant on a majority vote to be signed by its Chairman and
its Secretary for the payment of the money due under such
contract or contracts, upon the Treasurer of Worcester County,
and the said Treasurer shall pay such warrants out of the funds
in his hands applicable to the purposes of this Act. The Treas-
urer shall not otherwise disburse the money in his hands as pro-
vided for in this Act, than upon the warrant of the said Com-
mission executed as aforesaid.

SEC. 10. And be it further enacted as aforesaid. That the
purchase of land, furniture, or equipment and supplies neces-
sary or proper for the use of said new public school buildings
shall be considered and construed and is hereby declared to be
included within the powers of the said Commission and to be
embraced within the words "buildings and equipment, " and the
County Commissioners of Worcester County shall upon order of
the said Commission hereby created cause to be instituted and
prosecuted to a conclusion all such condemnation proceedings,
if any, as may be in the judgment of said Commission necessary
to acquire suitable sites for said buildings.
