the votes, no ballot shall be rejected because the voter casting
the same shall have voted for only one candidate. And if in his
ballot any voter shall have voted twice or thrice for the same
candidate, such ballot shall be counted as but a single vote for
such candidate.

(Q) That after the ballots and votes have been counted and
the result ascertained, said Board shall, within twenty-four (24)
hours certify to The Cottage City Commission the result of such
election, stating the names of the candidates and the number
of votes cast for each, and shall, within the same period, post at
least one copy of such certificate at the voting place in each
ward and also at the regular meeting place of said Commission.
Such certificate shall be signed by each member of said Board of
Election Supervisors. Provided, however, that failure on the
part of said Board to make such certificate or to post copies
thereof, or failure to do both of these acts, shall not invalidate
such election. If said Board shall so fail to make such certifi-
cate and post copies thereof, then it shall be the duty of The
Cottage City Commission to make such certificate and post such
copies thereof.

(R) That after said Board shall have counted the ballots
and votes and ascertained the result of the election, said Board
shall file with The Cottage City Commission all records and
books in connection with such election.

(S) That each of the Commissioners so elected shall, on or
before the third Monday in May of the year when he shall have
been elected, qualify as such Commissioner by taking an oath
of office as prescribed by paragraph J of Section 4 of this Act.

(T) That in case any person so elected to the office of Com-
missioner shall fail so to qualify or in case of any vacancy in
the office of Commissioner by death, resignation or otherwise,
the remaining Commissioner or Commissioners shall fill such
vacancy by appointment. Any person so appointed shall pos-
sess the qualifications stated in this Act, shall be a resident of
the ward wherein such vacancy exists, and shall qualify by tak-
ing the oath of office within three days after his said appoint-
ment.

(U) That in making appointment to fill any such vacancy
in the office of Commissioner, the remaining qualified Commis-
sioner (if there be but one remaining qualified Commissioner)
shall make such appointment by entering in the minute books
