pervisors shall conduct an election by ballot for the election of
the Commissioners to constitute and be The Cottage City Com-
mission for the ensuing year and until their successors shall have
qualified. For such election there shall be at least one voting
place in each ward of said town and the polls shall be open and
the ballots cast between the hours of 5 o'clock P. M. and 10
o'clock P. M. At such election each registered voter shall be
allowed to vote for a candidate from each of the three wards.

(M) That said Board shall prepare ballots containing the
names of the candidates who shall have complied with the pro-
visions of paragraph O of this Section.

(N) That any person who shall have attained the age of
twenty-five years, who shall not have been convicted of a felony
or a misdemeanor involving moral turpitude, who shall be a
registered voter and a taxpayer on real property in said town,
and who shall be a resident of the ward from which he seeks
election, shall be elegible for the office of Commissioner.

(O) That a person shall be deemed a candidate for the office
of Commissioner and his name as such candidate shall be placed
on the ballots prepared by the Board of Election Supervisors
provided such person shall, at least ten days (including Sun-
days and holidays) prior to the date of said election, file with
said Board a petition, signed by at least five registered voters
of the ward from which such person seeks election, which said
petition shall state (a) the name and address of the candidate
(b) the ward from which he seeks election (c) the fact that
such person is eligible for the office of Commissioner and (d)
that such person wishes his name placed on the ballot as a can
didate from his ward. Such petition shall be sworn to, by the
person so filing the same, before the Secretary Commissioner or
before a justice of the peace or other officer or person (includ-
ing a notary public) having authority to administer oaths in
Prince George's County, both as to the fact of his eligibility
and as to the genuineness of the signatures of such petition.
No person shall be deemed a candidate nor shall his name be
placed upon the ballots unless the provisions of this paragraph
shall have been complied with.

(P) That after the polls are closed on the night of the elec-
tion, the Board of Supervisors shall count the votes and the
candidate from each ward who shall have received the greatest
number of the total number of votes cast shall be deemed to be
the elected Commissioner from such ward. And in counting
