Washington-Baltimore Boulevard, thence along said Washing-
ton-Baltimore Boulevard to the place of beginning.
Third Ward: That portion of said town beginning at the
intersection of Central Avenue with the Washington-Baltimore
Boulevard, thence along the center line of Central Avenue to
Spa Street, thence along the center line of Spa Street to the
center line of Hamilton Street, thence along the center line of
Hamilton Street to Bunker Hill Road, thence along said
Bunker Hill Road, to its intersection with the Washington-Bal-
timore Boulevard, thence along said Washington-Baltimore
Boulevard to the center line of Central Avenue.
SEC. 4. And be it further enacted,
(A) That the corporate powers of said town shall be vested
in and shall be exercised by, and that said town shall be gov-
erned by, a commission to be known as The Cottage City Com-
mission. Said commission shall be composed of three members,
one from each ward, to be known as Commissioners. Said Com-
missioners shall be selected and shall qualify as such Commis-
sioners in the manner provided for in this Act.
(B) That all acts and things done on behalf of said town
shall be in the name of the Town of Cottage City by The Cot-
tage City Commission, and that all property purchased or other-
wise acquired by said town shall be purchased, acquired and
held in the name of the Town of Cottage City.
(C) That The Cottage City Commission shall by resolution
choose one of its members as chairman to be known as the
Chairman Commissioner, and another of its members as acting
chairman to be known as the Acting Chairman Commissioner,
and its third member as secretary to be known as the Secretary
Commissioner. Such Commission may, however, choose the
same member as both Acting Chairman Commissioner and Sec-
retary Commissioner.
(D) That, subject to the provisions of this Act, such Com-
mission may regulate the conduct of its business and meet-
ings and the government of said town; and a majority of said
Commissioners shall constitute a quorum.
(E) That the Secretary Commissioner shall have charge of
the town seal and all property, records, books, papers and other
things of said town. Said Secretary Commissioner shall, with-
in the limits of said town, have the same power and authority
to administer oaths (including oaths of office of the Commis-
