of a satisfactory bid, said Committee may purchase such mate-
rial and employ the necessary labor to do such work or make a
contract for such work as it may deem best, provided no mem-
ber of said Committee shall be allowed to undertake such work.

SEC. 10. And be it further enacted, That the said Berwyn
Citizens' Committee may adopt such rules and regulations with
respect to the removal and dumping of garbage, sanitation, erec-
tion of unsightly or objectionable buildings where they would
damage other property, police and health regulations, and the
said Berwyn Citizens' Committee shall have power to impose
such fines, penalties and punishment for the breach of their
regulations and rules as they may think proper. They may re-
cover said fines or penalties by an action of debt and in addition
thereto may provide for the commitment of the offender for a
period of not more than thirty days to such places of confinement
as they may provide. The said Berwyn Citizens' Committee
shall have power to appoint a police justice who shall have all
the powers of a Justice of the Peace, in all eases where the Ber-
wyn Citizens' Committee is a party, and he shall receive the
same fees allowed Justices of the Peace in similar cases. The
President of the Berwyn Citizens' Committee shall be vested
with power to try and determine all cases in which the Berwyn
Citizens' Committee is a party, in the absence of the Police Jus-
tice of said town.

SEC. 11. And be it further enacted, That said members of
said Berwyn Citizens' Committee for the purpose of making con-
tracts or otherwise incurring liabilities in the performance of the
duties provided by this Act, shall be considered in law as a mu-
nicipal corporation, and are not be held individually or per-
sonally liable in connection therewith.

SEC. 12. And be it further enacted, That the Treasurer of
said Berwyn Citizens' Committee shall deposit all funds com-
ing into his hands, as Treasurer, in some safe banking institu-
tion in Prince George's County, Maryland, together with all in-
terest accruing therein, as directed by the majority of the said
Committee, to his credit as such Treasurer, and that the Treas-
urer of said Committee shall not dispose of any of the funds
coming into his hands, as such Treasurer, except upon check duly
signed by him as such Treasurer, and countersigned by the.
President of said Committee, or some member thereof acting as
President. Such acting President shall be duly authorized to
act by resolution of said Committee, which must be first placed
