member to be elected at large from the Town of Berwyn,
each of whom shall be a qualified voter of Prince George's
County and a bona fide resident of the precinct in which he
seeks election, except that the member at large to be a bona fide
resident of said Town, to be and constitute the Berwyn Citi-
zens' Committee for the ensuing year; each of whom shall quali-
fy on or before the third Monday in July thereafter by taking
oath before an officer of the law duly commissioned to admin-
ister oaths, to diligently and faithfully discharge the duties
of the office. In case any such person so elected as committee-
man shall fail to qualify on the date named, or in case of any
vacancy through death, resignation or otherwise, the said
Berwyn Citizens' Committee shall fill such vacancy by the ap-
pointment, from the precinct of said Town of Berwyn in which
such vacancy occurs, of a bona fide resident of said precinct,
who shall likewise be a qualified voter of the State of Maryland,
who shall hold office for such term or unexpired term; that the
annual election of said Committeemen, as herein provided,
shall be held under and in accordance with the laws of the
State of Maryland; that all residents of said proposed Town
of Berwyn of the age of twenty-one years or upwards who shall
possess the qualifications of legally qualified voters of this
State and who shall have resided in said proposed Town for
the period of six months next preceding the second Monday,
in July, of the year in which they seek to vote shall be eligible
to vote at such election; and each election shall be conducted
by three judges of election and two clerks, to be appointed by
said Committee, who shall serve without pay, and the polls of
said election shall be open from one o'clock P. M. to nine
o'clock P. M. on the second Monday in July of each year as
herein above provided; that the judges of an election shall pre-
pare ballots for each precinct for the annual or special election,
with the subject matter to be voted on printed thereon; said
ballot shall be so folded as to conceal the subject matter to be
voted on and the number of the precinct shall be printed on
the outside of the folded ballot. There shall be but one voting
place in the Town where the voter shall cast but one vote for
each of two candidates regularly nominated in his precinct and
one vote for a candidate-at-large as hereinbefore provided.
That for the purpose of nominating candidates from the sev-
eral precincts, as hereinbefore provided, a petition signed by
twenty-five (25) qualified voters and bona fide residents of
that precinct from which the candidate seeks to be nominated
shall be sufficient to place the name of said candidate on the
