Committee shall have distrained or levied upon the same for
non-payment of any taxes due by the owner thereof, before mak-
ing sale of the property so distrained or levied upon, said Treas-
urer of the Berwyn Citizens' Committee shall give notice by
advertisement published once a week for two successive weeks
prior to the date of sale, in a weekly newspaper published in
said town, or if there be no newspaper published in said town,
then in some newspaper published elsewhere in Prince George's
County that he will sell for cash, at public auction, to the high-
est bidder, on the day and at the time and place mentioned in
said advertisements, the property therein specified, unless on or
before the day of sale the entire amount of taxes for which
such distraint or levy shall have been made, with the interest
thereon, and all costs of making said distraint or levy and ad-
vertisement shall be paid.

Every Treasurer of the Berwyn Citizens' Committee who
shall sell any personal property levied or distrained upon for
taxes, after due advertisement, as herein provided, shall re-
tain out of the proceeds of sale the amount of taxes due from
the delinquent, for which such levy or distraint shall have
been made, with the interest thereon, and all costs incurred
in making said sale, and shall pay over the surplus, if any, to
the owner of the property so levied or destrained upon and
sold. All the provisions of this section in reference to the
sale of real property which may be applicable to the sale of
personal property shall be in force as to said personal prop-
erty.

SEC. 5. And be it further enacted, That if a majority of
the said Berwyn Citizens' Committee decide the sum herein-
above authorized to be taxed and levied is an insufficient
amount for any ensuing year after January 1, 1925, then
and in that event the said Committee shall submit the ques-
tion of a special levy and tax of not more than 15 cents on
each one hundred ($100. 00) dollars of the assessable value of
the said real and personal property in said Town, to the
qualified voters, as hereinafter provided, of said Town of
Berwyn affected by this Act; to be voted on at a special
election, to be held on or before March 1, 1925, or any succeed-
ing year, to be provided for by the said Berwyn Citizens' Com-
mittee. Said special election to be held and conducted in the
same manner as the annual election of Committeemen as pro-
vided for under Section 7 of this Act, and if a majority vote
is cast for the special levy and tax, then the Berwyn Citizens'
