sioners and shall call meetings from time to time as he may
deem necessary, but in case of his absence from any meeting the
Commissioners present shall elect one of their members to pre-
side, who shall for the time being have all the authority of the
Chairman.

SEC. 6. And be it further enacted, That annually on or be-
fore the first Monday in June, after notice posted in ten con-
spicuous places in said town the Town Commissioners shall ap-
point two judges, who shall appoint a clerk, to conduct an elec-
tion by ballot on the first Monday in July if not a legal holiday,
and if a legal holiday, then on the day following, for the elec-
tion of officers provided in Section 4 of this Act. The polls
shall be opened between the hours of one and seven P. M., the
two judges and clerk above provided for shall constitute the
Board of Election Supervisors for said town, and shall determine
the qualifications and right of each voter to participate in the
town election by asking each applicant who presents himself to
vote at the election which they have been appointed to conduct
under oath these questions; First, Are you twenty-one years old
and have you resided within the Town of Boulevard Heights
for a period of six months previous to this election? Second,
Are you the owner of or purchasing property in Boulevard
Heights or the member of such owner or purchaser's family?
And should the answers of the applicant be in the affirmative
to both questions, then it shall be the duty of said Board of
Election Supervisors to allow such applicant to cast his ballot,
and should the answer of the said applicant be in the negative
to either of the above questions, then and in that event he or she
shall not be allowed to vote. Should the applicant answer either
one of the above provided questions falsely, he shall be guilty
of the crime of perjury and subject to the penalties provided by
the law of the State of Maryland. The judges shall provide
themselves with a list of the registered voters living within the
boundaries of said town as said list was constituted at the gen-
eral election of the State last preceding the town election which
they have been appointed to conduct. They shall also prepare
ballots containing the names of those persons who have complied
with the provisions herein specified making them eligible to be-
come a candidate for the office for which they seek. That Town
Commissioners shall receive all returns of election and deter-
mine all questions arising thereunder, but any voter who feels
that he has been aggrieved by any ruling as to the eligibility of
his right to vote may file an appeal in the Circuit Court for
