SEC. 6. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the immedi-
ate preservation of the public health and safety, and the same
being passed upon a yea and nay vote supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly, shall take effect upon the date of its passage.

CHAPTER 4.
AN ACT to provide for an issue of bonds to the amount of
$100, 000. 00 by the Mayor, Counselor and Aldermen of the
City of Annapolis for the purpose of providing funds for
the payment of expenses incurred in public improvements
within the said City.
Whereas, authority was granted to the Mayor. Counselor and
Aldermen of the City of Annapolis through Chapter 109 of
the Acts of the Legislature of Maryland, session of 1922 for
the issuance of bonds to the amount of $72, 000. 00 for certain
public improvements in said City, contingent upon the ap-
proval of such issuance by the majority of the qualified
voters of the City of Annapolis who voted at a special elec-
tion to be called for such determination; and
Whereas such special election was duly called and advertised in
conformity with the law, and the proposition to issue said
bonds was carried by a large majority of those voting, but
it was found that the date of election was inadvertently
fixed at a date other than that set out in said Chapter 109
of the Acts of 1922, preventing the sale of the said bonds.
but the Mayor, Counselor and Aldermen of the City of Ann-
apolis, recognizing that the majority of the voters voting in
said special election had indicated the wish for the improve-
ments specified in said ordinance so submitted to be made,
felt it incumbent to borrow the necessary money and com-
plete such improvements, such improvements being duly
made; and
Whereas the opportunity was presented to the Mayor, Counselor
and Aldermen of the City of Annapolis to secure the assist-
ance of the State Roads Commission in the repaving of West
Street, said Street being badly in need of repaving, a sub-
stantial portion of the expense of such work to be paid by
the State of Maryland, under existing law, and it was
