the removal of obstructions from the streets, lanes or sidewalks,
for prohibiting the carrying of concealed weapons, for pro-
hibiting and regulating the discharge of firearms, firecrackers,
torpedoes and other explosives, for preventing swine, cattle,
horses and other animals from running at large on the streets,
roadways and sidewalks of said town; said Common Council
may make ordinances regulating all public amusements and ex-
hibitions, for the suppression of vice and immorality and for
the apprehension of vagrants; said Common Council may regu-
late or prohibit the use or maintaining of check or coin-con-
trolled machines, commonly known as slot machines, and to
pass ordinances prohibiting the maintenance of any form of
gambling device; to provide for the issue of building permits,
permits for repairs and alterations, other than painting, in
excess of one hundred dollars in cost, a charge of not more than
five dollars each to be made for said permits, and to provide for
the inspection of such buildings or repairs, the cost of said in-
spection to be paid for out of receipts for said permits; to pass
ordinances prohibiting the keeping of swine and regulating the
keeping of cows, pigeons and fowls within the corporate limits;
to provide for and maintain fire hose and other fire-fighting
apparatus; to provide for the issue of licenses for the keep-
ing of dogs. Said Common Council may pass all ordinances
necessary to carry out and enforce the foregoing provisions
and to give full force and effect to the powers and authority
conferred on said corporation and may enforce said ordi-
nances by reasonable fines and penalties, not exceeding twenty-
five dollars in any one case. All prosecutions under this sec-
tion or any ordinance made in pursuance thereof shall be be-
fore the Mayor, sitting as a judge, or any justice of the peace
of Prince George's County resident of said town, who may,
upon conviction, impose such fine as may be specified by any
such ordinance, not to exceed twenty-five dollars, and in addi-
tion thereto may imprison the offender until the fine be paid,
not exceeding fifteen days, such imprisonment to be in the
town lock-up, if any be provided, or in the county jail, and the
Sheriff of Prince George's County shall receive and confine
any person so committed. Any person prosecuted under this
Section shall have a right to appeal to the Circuit Court of
Prince George's County, in the same manner as appeals are
now allowed by law from convictions by Justices of the Peace.
Any such fines imposed by said Mayor or a justice of the peace,
less lawful fees, to be turned over to the treasurer of the town
of Riverdale for the use of said town. Said Council shall also
