have the power to fix the compensation of the treasurer of said
town.

SEC. 2. And be it further enacted, That this Act shall be
submitted to a vote, and all the citizens above the age of twenty-
one years, who shall have for one year next preceding such
election resided within the corporate limits of said town of
Riverdale, as set forth in Section 2 of said Chapter 731, shall
be qualified to vote at said election, and said election shall be
held in connection with and at the election to be held on the
first Monday in May, 1922, at the election for town officers, as
provided by Section 5 of said Chapter 731, and said elec-
tion shall be held in accordance with said Section 5, and all
ballots at such election shall have printed thereon the words
"For amendment to the Town Charter providing for additional
powers to the Mayor and Common Council" and "'Against
amendment providing for amendment to the Town Charter,
providing for additional powers to the Mayor and Common
Council." Not less than ten days before said election the said
Mayor and Common Council shall cause to be posted in five
public places within the corporate limits of said town a notice
notifying tbe citizens of said town, who are qualified under
this Act to vote, of said election, and to said notice shall be
attached a copy of this Act; provided, however, that if for any
reason said notice shall not be given or not given in the man-
ner prescribed by this Act, such failure of publication of said
notice shall not affect the validity of this Act nor operate to
prevent its taking effect. If it shall appear on the canvass
of all the votes east at said election that a majority of them
have been in favor of this Act taking effect, then the said
Mayor and Common Council shall, without delay, proclaim its
adoption, but if the majority of votes cast at said election shall
be against this Act taking effect, then this Act shall not take
effect.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of tbe public safety, and being passed upon
a yea and nay vote, supported by three-fifths of all the mem-
bers elected to each of the two Houses of the General Assem-
bly, tbe same shall take effect from the date of its passage.
