terms and qualifications of such officers, to define the method
of government thereof, to define the corporate powers and
to provide an election to determine whether or not the citi-
zens thereof desire to become incorporated."
SECTION 1. Be if enacted by the General Assembly of Man/-
land, That Section 8 of Chapter 731 of the Acts of 1920, en-
titled "An Act to incorporate the town of Riverdale, in Prince
George's County, Maryland, and to fix the town limits there-
of, to define the persons qualified to vote therein, to provide
for and regulate the election and appointment of officers there-
for and the terms and qualifications of such officers, to define
the method of government thereof, to define the corporate pow-
ers and to provide an election to determine whether or not
the citizens thereof desire to become incorporated," be and the
same is hereby repealed and re-enacted, to read as follows:
Section 8. And be it further enacted, That the Common
Council of Riverdale shall meet publicly at least once a month,
and all its meetings shall be public, and the Mayor for all
purposes, except as hereinbefore noted, shall constitute one of
the Council. A majority shall constitute a quorum and a
quorum shall be necessary to transact business. If a vacancy
exists in the Council, the Mayor and Council shall fill the same
for the unexpired term. The said Council shall be the sole
judge of the qualifications of its own members. They may
provide by ordinance for contested election, they shall have the
power to appoint one or more bailiffs, who shall have the same
authority and privileges within the town limits now possessed
by constables of Prince George's County as to the ordinances
of said town; the Council shall have power to elect either one
of their number or some person not a member of the Council
as their clerk and fix the compensation of the same; shall
have power by ordinance to provide for the good government
of the town, for preservation of peace and order therein and
for the maintenance of the good health of the residents there-
of, provide and regulate the service of lights for said town
and provide by ordinance for any regulation or regulations
governing the same; regulate, license or prohibit any and all
such business and occupations within the corporate limits there-
of as shall injuriously affect the sanitary or moral conditions
thereof, and by ordinance enforce any such regulation. Said
Common Council shall have the power to construct and main-
tain streets, roadways and sidewalks; said Common Council
may provide by ordinance for the removal of nuisances, for
