manner of methods for conducting and disposing of ordinary
sewerage and surface drainage, including household sewage and
surface waters.

186B. Said Commissioners shall further have full power
and authority to provide by regulations, subject to approval by
the State Board of Health as aforesaid, for the taking of any
private property or property rights of any kind which may
reasonably be necessary for any of the purposes specified in
this Act, including the acquisition of property or property
rights for the disposition of sewage, provided, however, that
such regulations shall contain appropriate provisions for notice
to the owner or owners of such property or rights, an oppor-
tunity to be heard and the payment of compensation for prop-
erty or property rights so taken and also for an appeal by
such owner to the Circuit Court for Anne Arundel County,
with the right to a jury trial on issue of fact involved in such
taking; and said commissioners shall also have full power and
authority likewise to provide for ascertaining what amount of
actual benefit will accrue to the owner or possessors of any
ground or improvements within said county by reason of the
construction or enlargement of such sewerage system or sys-
tems, and to provide for assessing and levying the cost of such
work in -whole or in part upon the owners of property so bene-
fited to the extent of such benefit, and for collecting the same,
such assessment to be made only after notice, with an opportu-
nity to be heard and the right of appeal as aforesaid, and when
so made, to be a lien upon the property of the person so as-
sessed until paid, and to be recoverable as county taxes are.

186C. Said commissioners shall have full power and au-
thority to provide by regulation, subject to approval by the
State Board of Health as aforesaid, for the maintenance of
such sewerage or drainage system or systems when so con-
structed, the cost of such maintenance to be met in whole
by a special tax on the owners of property benefited thereby,
or otherwise, and by such regulations may prescribe the terms
upon which and the manner in which private connections with
said system may be made or maintained, and may prescribe
penalties and provide for the enforcement of the same in
eases where such connections are made without authority or
where persons obstruct or injure such sewers, or use the same
in a manner contrary to such regulations, all charges for pri-
vate connections and all sums collected as penalties as aforesaid
to be applied to the maintenance of such sewers or drains.
