towns be made a part of said district for the purpose of being
taxed under the provisions of this section, in which event the
property in said incorporated town or towns shall be included
for the purpose of being taxed under the provisions hereof.

Section 290. That upon the request of the district road
committee of any road district or districts to the County Com-

missioners for the service of an engineer for any special road
or bridge work, or the County Commissioners on their own ac-
count desire the services of an engineer for any special road or
bridge work, the said engineer may be employed by the day
and his services paid for by the road district or districts in
which his services may be rendered, if employed by said dis-
trict road committee or committees, and if employed by the
Board of County Commissioners he shall be paid by the day
for his services out of the fund provided for in Section 285 of
this Article. That the construction of new bridges and cul-
verts shall be done upon the best terms the County Commission-
ers can make and shall be paid for out of the fund provided
for in Section 285 of this Article.

SEC. 2. And be it further enacted, That all laws or parts
or laws, either local or general, inconsistent herewith, be, and
the same are hereby repealed.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law, and necessary for the imme-
diate preservation of the public safety and being passed upon a
yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

CHAPTER 201.

AN ACT to repeal and re-enact with amendments Sections 3, 6
and 9 of the Charter of the Westminster Theological Semi-
nary of the Methodist Protestant Church, as enacted by
Chapter 409 of the Acts of 1884, relating to the Board of
Governors and the local or executive Board of said Seminary.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 3, 6 and 9 of the Charter of the West-
minster Theological Seminary of the Methodist Protestant
