tractors shall agree as part of said contract to pay for all labor
employed and all materials furnished and used in the erection
and equipping of said public school buildings, and shall give
bond for the faithful performance of the contract, including
the payment of all labor and materials, in the penal sum of
not less than fifteen per cent (15%) of the contract price; such
bond to be approved by the said Board of Education, and said
bond shall be given to the State of Maryland as obligee, and
shall be subject to suit by the said Board of Education or by
any person interested in the faithful performance of said con-
tract.
SEC. 9. And be it further enacted, That, if the said Board
of Education shall find it possible to erect and equip either of
the said new public school buildings, designated in Section 2
of this Act, at a cost of less than the sum specified therefor in
said Section 2, the said Board of Education is hereby author-
ized and empowered to use and expend the difference between
the said actual cost of erecting and equipping said new public
school building and the sum specified in said Section 2 as the
estimated extreme cost thereof, toward the cost of furnishing
with desks, apparatus or other school paraphernalia said new-
public school building.
SEC. 10. And be it further enacted, That the provisions of
this Act shall be construed as additional and supplemental to
and not in substitution for or in conflict with any of the pro-
visions of the General Laws of the State of Maryland relating
to public schools and the powers of the State Superintendent
of Schools under the provisions of said General Laws.
SEC. 11. And be it further enacted, That, of the said sum
of not exceeding Seven Hundred Thousand Dollars ($700, -
000. 00) so borrowed, the said Board of County Commissioners
of Carroll County shall use and expend for the permanent im-
provement of such public county roads in the several election
districts of said county, as the said Board of County Commis-
sioners may from time to time designate for permanent im-
provement, such sum or sums of money as may be necessary
for the permanent improvement of such designated public
county roads in the said several election districts; provided
that the sums of money so used and expended shall not
exceed for District No. 1, being Taneytown District, the sum
of Twenty-five Thousand Dollars ($25, 000. 00); and shall not
exceed for District No. 2, being Uniontown District, the sum
