other places, public or private, at all reasonable times, in the
discharge of his duties for improving and maintaining the
sanitation of said city and the prevention and suppression of
diseases, and shall have the power to abate or cause to be abated
all nuisances which may endanger or affect the health or com-
fort of people of said city, and generally to do all acts and
make all regulations that may be necessary or expedient for
the promotion of health or the suppression of disease, and per-
form such other duties as the Mayor and City Council may
prescribe. The Board of Health shall consist of the Mayor,
City Engineer and a reputable practicing physician, who shall
be appointed by the Mayor and City Council, and the said
physician, so appointed, shall serve in such office without re-
muneration or pay.

The said board, so constituted, shall select a secretary, who
shall be a bacteriologist and shall also be a trained sanitarian,
and the said bacteriologist shall devote his entire time to the
duties of his office, provided, that should the State and County
co-operate in appointing such an officer, the Mayor and City
Council may arrange for such co-operation.

34. The engineer of said city shall be a professional civil
engineer, and it shall be his duty to ascertain the established
monuments of said city, and from them to extend surveys
thereof, and establish others, and to locate, establish and survey
all streets and alleys within the territorial limits of said city
when so called on or required to do so. He shall maintain the
grade of all streets and alleys in said city and exercise general
supervision and superintendence over all work undertaken on
the streets, alleys and public squares thereof, make estimates
and plans and give instructions as to grading or otherwise
improving the same, and with respect to the construction of
sidewalks, so as to secure and preserve proper proportions and
uniformity in the heighth and width thereof; and also to super-
intend and direct the construction of all culverts, bridges,
drains, water works, and other improvements projected by
the said Mayor and City Council; and he shall see that all
parties contracting with the said Mayor and City Council
to do any work as aforesaid shall faithfully perform their con-
tract, and in event of their failure so to do it shall be his duty
to report the same to the Mayor. He shall also have and exer-
cise general supervision over the construction of all railways
which may at any time be constructed through the streets of
said city, requiring them to conform to the established grade
