so as not to impede the use and passage of said streets. It shall
be his duty, when it shall be decided necessary by the Mayor
and City Council for the proper execution of any engineering
work, to employ such professional or technical advisers and
experts as he may deem requisite, subject to the approval of
said Mayor and City Council, and he shall perform such other
duties as may be prescribed by the Mayor and City Council.
35. The Superintendent of Water and Electric Light shall
have charge of the City Water Works, City Electric Light and
Fire Alarm systems and all property connected therewith, and
shall manage and control the same; he shall inspect all parts
of said water works and electric light and fire alarm systems,
and see that they are maintained in good condition for use, are
being properly cared for, and that all employees of the water
works and electric light and fire alarm systems are attending
to their respective duties; he shall keep in good repair the
pumps, hydrants and all other water works, electric light
works and fire alarms and property, under the direction and
orders of the Mayor and City Council, except that any of the
above duties may by ordinance be intrusted to the Superin-
tendent of the Evitts Creek Dam. He shall employ such labor-
ers as may be necessary in said departments. The Superin-
tendent shall perform all such other duties as may be pre-
scribed by the Mayor and City Council by ordinance.
36. Said Mayor and City Council shall have full power
and authority to establish and maintain a Police Depart-
ment, to be composed of a Chief of Police and Assistant
Chief of Police, and such number of patrolmen or police-
men as said Mayor and City Council may by ordinance deem
necessary, said officers and members of said Police Department
to be appointed and their duties to be fixed, defined and regu-
lated as hereinafter provided; and shall also have power and
authority to establish and maintain a Fire Department, to pro-
cure fire engines and other apparatus for the extinguishment of
fires and provide engine houses for keeping and preserving the
same, and said fire department shall be composed of a Chief of
the Fire Department, and such number of firemen as the said
Mayor and City Council may deem necessary, the officers and
members of said fire department to be appointed and their
duties to be fixed, defined and regulated as hereinafter pro-
vided.
The three Civil Service Commissioners appointed by the
Mayor and City Council in June, 1916, shall hold office for the
