20 LAWS OF MARYLAND. [CH. 14

1 of the Code of Public Local Laws of Maryland, title "Alle-
gany County, " sub-title "Frostburg, " to be known as Section
149A, and to follow immediately after Section 149 of said
Article, and to read as follows:

149. Beginning May 1st, 1922, the Mayor and Council-
men shall allow its Tax Collector three per cent, on all taxes
collected by him, two per cent, upon all water rents collected by
him, and one per cent, upon all paying liens, assessments or
other moneys collected by him.

SEC. 2. And be it further enacted, That all Acts or parts
of Acts inconsistent herewith are hereby repealed to the extent
of such inconsistency.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and the same
being passed upon a yea and nay vote supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly, shall take effect upon the date of its pas-

sage

CHAPTER 14.

AN ACT to authorize and empower the Mayor and Councilmen
of Frostburg to close the alley in the rear of Maple Street
between Loo Street and Oak Street in the Town of Frost-
burg, said alley being on the westerly side of the Frostburg
State formal School No. 2 in said city, and also to close the
alley on the rear of Centre Street between Loo and Oak
Streets in the said town, being on the easterly side of said
school, and also to close the alley between the property of
Annie K. Myers and Hugh Spier, fronting on Water Street
in said town, and commonly known as "Old Ormand Street
Alley"; and to empower Commissioners to be appointed by
the said Mayor and Councilmen to award compensation to
any person or persons owning property on said public alleys
which may be closed who may be affected thereby.

SECTION 1. Be it enacted be the General Assembly of Mary-
land, That the Mayor and Councilmen of Frostburg be and
they are hereby authorized and empowered to close that part
