Chapter 642 of the Acts of 1904 of the General Assembly of
Maryland; Sections I and J of Chapter 306 of the Acts of
1910 of the General Assembly of Maryland: Chapter 5 of
the Acts of 1916 of the General Assembly of Maryland; Chap-
ter 131 of the Acts of 1916 of the General Assembly of Mary-
land; Chapter 3 of the Acts of 1918 of the General Assembly
of Maryland; Chapter 76 of the Acts of 1920 of the General
Assembly of Maryland; Chapter 23 of the Acts of 1920 of the
General Assembly of Maryland; Chapter 22 of the Acts of
1920 of the General Assembly of Maryland; Chapter 95 of
the Acts of 1920 of the General Assembly of Maryland; the
whole comprising the Charter of the City of Cumberland, in
Allegany County, Maryland, be and the same are hereby re-
pealed and there is hereby enacted in lien thereof Article 1A
of the Code of Public Local Laws of Maryland, containing
109 sections, to be known as ''The Charter of the City of Cum-
berland, " said 100 sections including" a section reserving all
existing rights, obligations, and interests of the Mayor and
City Council of Cumberland, and to read as follows:

1. The inhabitants of the City of Cumberland, in Allegany
County, are a corporation by the name of the Mayor and City
Council of Cumberland, and by that name may sue, and be
sued, may have and use a common seal, which may be altered
at pleasure, and may purchase and hold real, personal or mixed
property, or dispose of the same for the benefit of said city;
provided, that the purchase or alienation of such real estate,
when the value thereof shall exceed the sum of ten thousand
dollars, shall be first submitted to the voters of the city, either
at a general election for members of the City Council after
twenty days' public notice by handbills, or otherwise in their
discretion, or at a special election to be ordered by the said
Mayor and City Council to be held under an ordinance for
such purpose, made and passed after twenty days public notice
thereof, as above provided, stating specifically the object of
such election, and provided a majority of the legal voters
voting thereat assent to the same.

2. The survey made under the authority of the Mayor and

City Council of Cumberland, and recorded in the office of the
Clerk of the Circuit Court for Allegany County, in Liber No.
27, Folio 222, of the Land Records of said county, known as
the Brace survey, shall, together with the bounds and limits
set out in Sections 4 and 5 of this Act, constitute the bounds
and limits of said city, but the Mayor and City Council shall
