of the same, and to pay the same to the Board of Education
of Washington County, Maryland, to be used for the purpose
of paying the deficit which appears from the books and ac-
counts of said Board of Education of said county.

WHEREAS, The increase in cost of materials, salaries and
supplies used and needed in the erection, maintenance and sup-
port of the Public School System of said "Washington County
has exhausted the amount levied by said County Commissioners
in the year 1921, for those purposes; and

WHEREAS, It appears from the books and accounts of said
Board of Education as disclosed by a proper audit made there-
of by Certified Public Accountants that there exists a deficit
of forty-three thousand seven hundred eighty-five dollars and
eighteen cents ($43, 785. 18), for which there are no funds in
hand to make payment, and it is necessary to provide funds for
that purpose at once; therefore

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Washington County,
Maryland, be and they are hereby authorized, empowered and
directed to borrow a sum not to exceed in the aggregate forty-
five thousand ($45, 000) dollars and immediately pay the same
to the Board of Education of Washington County, Maryland,
for the purpose of paying the deficit which appears from the
books and accounts of said Board of Education at the close of
their fiscal year for 1921. The payment of the money so bor-
rowed is to be secured by the note or notes of said County
Commissioners, such note or notes to be issued immediately on
the order of said County Commissioner, and to be signed by
the President of said County Commissioners and countersigned
by the Clerk of said County Commissioners, and bear interest
from date of making of same, said notes to be paid out of the
regular levies to be made in the years 1922 and 1923.

SEC. 2. And be it further enacted, That the said County
Commissioners of Washington County are hereby authorized,
empowered and directed to levy upon the assessable property
of said county in the levies to be made in the years 1922 and
1923 a sufficient sum of money to pay the note or notes so
issued and the interest thereon, same to be collected as other
taxes are now collected in said county.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
