ment of the same, and to pay the same to the Board of Edu-
cation of Washington County to be used for the purpose of
paying the teachers of said county the amount deducted from
their regular salaries for the present school year on account
of the lack of funds levied for the schools of said county.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Washington County
be and they are hereby authorized, empowered and directed to
borrow a sum not to exceed in the aggregate thirty-five thou-
sand dollars ($35, 000), and immediately pay the same to the
Board of Education of said county for the purpose of paying
the teachers the ten per cent, deducted from their salaries for
the present school year. The payment of the money so borrowed
is to be secured by the note or notes of said County Commis-
sioners, such note or notes to be issued immediately on the order
of said County Commissioners, and to be signed by the Presi-
dent of said County Commissioners and countersigned by the
Clerk of said County Commissioners, and bear interest from
date of making of same, said notes to be paid out of the regu-
lar levies to be made in the years 1922 and 1923.

SEC. 2. And be it further enacted, That the said County
Commissioners of Washington County are hereby authorized,
empowered and directed to levy upon the assessable property
of said county in the levies to be made in the years 1922 and

1923, a sufficient sum of money to pay the note or notes so
issued and the interest thereon, same to be collected as other
taxes are now collected in said county.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and the same
being passed upon a yea and nay vote supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly, shall take effect upon the date of its pas-
sage.
