be necessary to discharge the duties of their office; not less,
however, than once in every three months.

(B) The Mayor shall preside at all meetings, and shall call
such meetings from time to time as he may deem necessary,
but in the event of the absence of the Mayor at any meeting
the members of the Council present shall elect one of their own
number to preside during his absence, who shall, for the time
being, be clothed with all the powers and authority of said
Mayor. A majority of the Council shall constitute a quorum
for the transaction of business, and the Council shall pass rules
and by-laws for their own government while in session.

Section 6. (A) The Council shall annually appoint a Clerk,
a Treasurer, and a Bailiff.

(B) The Clerk shall keep minutes of the proceedings of the
Council in a well-bound book which shall be open to the inspec-
tion of all persons interested therein.

(C) The Treasurer shall receive and collect the taxes and
other moneys due the town, and shall keep and disburse the
same in manner prescribed by the Council.

(D) The Bailiff shall attend the meetings of the Council
and perform such duties as it shall direct. He shall preserve the
peace, prevent disorderly or irregular meetings of persons, and
he shall enforce all ordinances that may be enacted by the
Council. He shall serve all notices and process required by
this Charter or any ordinance passed by virtue hereof, and his
return, duly endorsed thereon, shall be evidence of the facts
therein stated. The Bailiff shall have the same fees for mak-
ing distress or levying executions as are allowed for like serv-
ices by the State, and for making arrests or serving process for
the violation of any ordinance of the corporation, the same
fees as are allowed constables for similar services.

(E) The Council may appoint a Scavenger and prescribe
his duties and fix his compensation, which shall be paid by the
Council out of the general fund, or by a special tax for that
purpose, to be imposed on the occupants of the respective build-
ings and collected as other taxes are collected; provided, how-
ever, that the owner or owners of property shall be responsible
for said tax in case the same cannot be collected from the occu-
pants thereof, and that said special tax shall not exceed one
dollar per month on any one house, to be paid by the owner or
occupant thereof as aforesaid, and the Council may pass suit-
able ordinances to enable said Scavenger to remove all filth
from the town.
