known as Section 2 8 A, such Section 28A to provide means
for determining the sense of the registered voters in sections
of Anne Arundel County directly adjacent to the City of

Annapolis as to whether or not the sections in which such
voters reside shall become a part of the City of Annapolis,
and providing for the annexing of sections in which the
majority of the registered voters approve of such annexation.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a section be added to Article 2 of the Code of Public
Local Laws, title "Anne Arundel County," sub-title "Annap-
olis," to follow immediately Section 28, to be designated Sec-
tion 28A and to read as follows:

Section 28A. Whenever twenty per cent or more of the reg-
istered voters residing in any area of Anne Arundel County
directly adjacent to the City of Annapolis, but not a part of the
same shall petition the Mayor,, Counselor and Aldermen of the
City of Annapolis to hold a special election to determine
whether or not such area shall become a part of the City of
Annapolis, the said petition to set out definitely the limits of
such area, the said Mayor, Counselor and Aldermen of the City
of Annapolis is authorized in its discretion to make provision
to determine the sense of the majority of the registered voters
of such area on the question of whether or not such area shall
become a part of the City of Annapolis. The Mayor, Coun-
selor and Aldermen of the City of Annapolis shall conduct said
election and bear all the expenses of the same, but such election
shall be held at some convenient place in the area proposed
to be annexed, and officials of such elections shall be appointed
from registered voters of such area, representation being given
to any of such voters who may be opposed to the proposal to
annex to the City of Annapolis. If the registered voters of
any area reject the proposal to annex to the City of Annapolis,
the question of annexation of any area including any portion
of such area which has been voted upon shall be included in
any area made the subject of a determination under this law
within two years from the date of the first election unless forty
per cent of the registered voters of a section to be voted upon so
petition. If the registered voters in any area in which the
question of annexing to the City of Annapolis is submitted
under this section declare by a majority vote that they wish
such area to become a part of the area included within the
boundaries of the City of Annapolis, the Mayor, Counselor and
Aldermen of the City of Annapolis shall assume jurisdiction
