aforesaid charges in this section prescribed shall bo for the
entire twelve months of the year, and if the certificate be
issued after the first of the year the charge shall be for the
entire remaining portion of the year at the same rate, but
calculated on a monthly basis, no reduction to be made for
fractional portions of a month. Upon the surrender of the
registration certificate and numbered plates or markers and
upon application made therefor, the original owner shall be
entitled to a refund of the amount paid for such certificate and
markers for the unused portion of the year calculated on a
monthly basis, with no allowance for fractional portions of a
month. On and after January 1, 1924, the fees for dealers'
tags or markers shall be $25.00 for the first two sets thereof
and $2.00 for each additional set thereof.
SEC. 14. And be it further enacted by the General Assem-
bly of Maryland, That the Governor of the State is hereby
authorized and empowered to confer and advise with the proper
officers of the District of Columbia, and enter into reciprocal
agreement effective on and after January 1, 1924, under which
the registration of motor vehicles owned by the residents of this
State will be recognized by the District of Columbia, and he
is further authorized and empowered from time to time after
January 1, 1924, to grant to residents of the District of
Columbia: the privilege of using the roads of this State in re-
turn for the similar privilege granted residents of this State by
the District of Columbia.
SEC. 15. And be it further enacted by the General Assem-
bly of Maryland, That if any section, sub-division, sentence or
clause in this Act shall, for any reason, be held unconstitu-
tional or void, such decision shall not affect the validity or
meaning of any other portion of this Act.
SEC. 16. And be it further enacted by the General Assem-
bly of Maryland, That this Act shall take effect on June 1st,
1922.
