authorized to issue by the Act of General Assembly of
Maryland, 1920 Chapter 13, and to waive any informalities
in the issue and sale thereof.
WHEREAS, the County Commissioners of Allegany County
were authorized by Chapter 13 of the Acts of the General
Assembly of Maryland of 1920, to issue bonds to the amount
of $145, 000. 00 the same to be expended by the Road Directors
for the uses and purposes set forth in said Act, and,
WHEREAS, it was provided that said bonds should be ad-
vertised and disposed of in the manner set forth in said Act,
and,
WHEREAS, said County Commissioners advertised for bids
for $95, 000. 00 of said bonds, by advertisement inserted in The
Evening Times, a daily newspaper published in the City of
Cumberland, Maryland, May 7th. and May 20th., 1920, and
in The Daily News, May 21st. and 28th., 1920, bid to be re-
ceived by the County Commissioners on or before the first
day of June, 1920, and,
WHEREAS, no bids were received and no sales made and a cer-
tain D, R. Sloan, representing several of the Banks in Allegany
County, appeared before said Board of County Commissioners
on the 7th. day of July, 1920, and submitted an offer of $974. 21
for each bond, which said offer was accepted by said County
Commissioners, and upon payment for the same by said Banks,
the bonds were issued and the money derived therefrom was used
in the improvement and construction of certain Of the Roads
in Allegany County mentioned in said Act of 1920. Said
bid being the highest and only bid made for said bonds and
the sale bona fide, and,
WHEREAS, some question has arisen as to whether or not the
said bonds should have been readvertised after the first day of
June, 1920. The General Assembly of Maryland is requested
to pass an Act ratifying and confirming the sale and issue of
said bonds, and,
WHEREAS, the remaining $50, 000. 00 of said bonds were issued
on May 3rd., 1921, the proceedings preceding the sale of said
$50, 000. 00 of bonds appearing to have been in accordance with
the provisions of the Acts of 1920 aforesaid.
Now, THEREFORE,
