they were incorporated herein, except as they may be contra-
dicted by or repugnant to the provisions of this Act, and ex-
cept further that it shall not be necessary, before holding any
such election as herein provided, to have any registration of
voters or any revision of the poll books of the City of Hagers-
town.
SEC. 3. And be it further enacted, That this Act is an emer-
gency law and necessary for the immediate preservation of
the public health and safety, and having been passed by a yea
and nay vote, supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly,
the same shall take effect from the date of its passage.

CHAPTER 58.
AN ACT, to authorize and empower the County Commissioners
of Harford County to grant a pension to Seymour Leib,
not to exceed $100. per annum.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Harford County be,
and they are hereby authorized and empowered to grant a
pension to Seymour Leib of said County, said pension not to
exceed the sum of One Hundred Dollars per annum.
SEC. 2. And be it further enacted, That this Act shall take
effect from the first day of June, 1922.

CHAPTER 59.
AN ACT to repeal and re-enact with amendments Section 232
of Article Eleven of the Code of Public Local Laws of
Maryland, title "Frederick County, " sub-title "Freder-
ick, " as codified in the Code of Public Local Laws of
Frederick County, Maryland, (legalized by Chapter 86 of
the Acts of 1918).
SECTION 1. Be it enacted by the General Assembly of Mary-
