shall place a cross (X) mark in the square opposite the words
"Against issuing bonds for additional funds to complete the
Sewerage System. " If at the regular municipal or any
special election held under the provisions of this Act a great-
er number of persons shall vote "For issuing of bonds for
additional funds to complete the Sewerage System, " than
"Against issuing of bonds for additional funds to complete
the Sewerage System, " then the provisions of this Act shall
immediately go into effect. In. case a greater number of per-
sons at the general or any special election held under the pro-
visions of this Act shall vote '' Against issuing bonds for addi-
tional funds to complete the Sewerage System, " the Mayor
and Council of Hagerstown shall resubmit the provisions of
this Act to the qualified voters of Hagerstown at a special
election to be held in said city and to be called under the pro-
visions of this Act, in the same manner as hereinbefore pro-
vided, and after the Mayor and Council shall have been pe-
titioned so to do by the Sewerage Commission of Hagerstown,
and if at said special election a greater number of qualified
voters shall vote "Against issuing bonds for additional funds
to complete the Sewerage System" than "For issuing bonds
for additional funds to complete the Sewerage System" then
in that event and upon an order by the State Board of Health
of Maryland to the Mayor and Council of Hagerstown order-
ing a second special election the said second special election
shall be called by the Mayor and Council of Hagerstown upon
the question of issuing bonds to complete the sewerage sys-
tem of Hagerstown as provided by this Act, the second special
election shall be held in the same manner, form and proceed-
ings as said first special election, and upon and under all the
requirements and provisions of this Act, and if at said second
special election so ordered a greater number of voters shall
vote "For issuing bonds for additional funds to complete the
Sewerage System" than shall vote "Against issuing bonds
for additional funds to complete the Sewerage System" then
this Act shall immediately go into effect, but in case a greater
number of persons at said second special election held under
the provisions of this Act shall vote "Against issuing bonds
for additional funds to complete the Sewerage System" than
"For issuing bonds for additional funds to complete the Sew-
erage System" then and in that event this Act shall be null
and void. All provisions of the Charter of Hagerstown in re-
lation to elections in said city are hereby made applicable to
said elections under the provisions of this Act as fully as if
