A petition from a number of inhabitants of Caecil county, praying that John Meloy may be released from pay-
ing hawker's and pedler's license, was preferred, read, and referred to Mr. Porter, Mr. Hart and Mr. Mitchell,
to consider ana report thereon.
ORDERED, That the bill for the improvement of Elkton, in Caecil county, be recommitted for amendment.
Mr. Kerr, from the committee, delivers to the speaker a bill, entitled, An act for the relief of Stephen Rey-
ner, of Talbot county; which was read the first time and ordered to lie on the table.
The bill to confirm the title of William Crockett to part of a tract of land called Hayman's Purchase, in So-
merset county, was read the second time and passed.
The bill for the relief of William Patton, of the city of Baltimore, was read the second time, and the ques-
tion put, Shall the said bill pass? Determined in the negative.
The following order was read.
ORDERED, That the committee of claims close the journal of accounts including Thursday the 22d instant.
The report on the petition of Gassaway Watkins was read the second time, and the question put, That the
house concur therewith, and assent to the resolution therein contained? Resolved in the affirmative.
Mr. Dorsey, from the committee, delivers to the speaker a bill, entitled, An act to continue certain acts of
assembly; which was read the first time and ordered to lie on the table.
The house proceeded to the second reading of the bill authorising a lottery to raise a sum of money to enlarge
and improve the hospital in the vicinity of; the city of Baltimore, and tor other purposes, and, on motion, the
question was put, That the clause, making an appropriation from the treasury for the benefit of said hospital,
be stricken out? Resolved in the affirmative.
The question was then put, Shall the said bill pass? Resolved in the affirmative.
The further additional supplement to an act entitled, An act relating to negroes, and to repeal the acts of
assembly therein mentioned, was read the second time, and the question put, Shall the said bill pass? Deter-
mined in the negative.
On motion. Leave given to bring in a bill, entitled, An act to alter the times of the meeting of the court of
appeals, and for other purposes. ORDERED, That Mr. Dorsey, Mr. Wilson and Mr Herbert, be a committee
to prepare and bring in the same.

dered to lie on the table.
On motion. Leave given to bring in a bill, entitled, A further additional supplement to the act, entitled. An
act to provide for the administration of justice in the cases of crimes and misdemeanors in the city and county
of Baltimore, and for other purposes. ORDERED, That Mr. Bland, Mr. R. Steuart and Mr. Spencer, be a com-
mittee to prepare and bring in the same.
ORDERED, That the leave given to bring in a bill to empower the executive to purchase annually arms of the
manufacture of this state, for the use of the militia, and for other purposes therein mentioned, be withdrawn.
On motion, Leave given to bring in a bill, entitled, An act to empower the executive to purchase arms for
the use of the militia of this state, and for other purposes therein mentioned. ORDERED, That Mr. Spencer,
Mr. Baer, Mr. Scott, Mr. J. Thomas and Mr. Mitchell, be a committee to prepare and bring in the same.
Mr. Spencer, from the committee, delivers to the speaker the said bill; which was read the first time and or-
dered to lie on the table.
The following order was read.
ORDERED, That the governor and council be requested to procure, and submit to this house, at their next
meeting, information as to the probable expenses of erecting and furnishing a building of sufficient dimensions
for the manufacturing, annually, 1000 stand of arms complete, 50 brace of horseman's pistols, 100 horseman's
swords, and 100 artillery swords; and the practicability of procuring workmen for the same, and the usual.
wages fur such workmen; and as to the most eligible site for the erection of such building, the machinery of
which, if necessary, to be worked by water; and that, by publication of this, they give notice that they will
receive description of proposals for the sale of such site, and that he procure, if practicable, the annual report
of the different establishments of the same kind in the United States.
The house adjourns until to-morrow morning 9 o'clock.

The bill authorising a lottery to raise a sum of money to enlarge and improve the hospital in the vicinity of
Baltimore, and for other purposes, the bill to confirm the title of William Crockett to part of a tract of land
called Hayman's purchase, in Somerset county, the further supplement to an act, entitled, An act for the relief
of the poor of Caroline county, and to repeal part of the act of assembly therein mentioned, the bill in favour
of Elam Miller, of Baltimore county, the bill for the relief of Jacob Penn, of Anne-Arundel county, the fur-
ther supplement to an act, entitled, An act for regulating the mode of staying executions, and repealing the acts
of assembly therein mentioned, the resolutions in favour of Francis Johnson John C. Bond, David Hopkins
and Gassaway Watkins; were sent to the senate by the clerk.
