52 VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1808.

Mr. Bland, from the committee, delivers to the speaker a bill, entitled, An act for the relief of William Pat-
ton, of the city of Baltimore; which was read the first time and ordered to lie on the table.

On motion, Leave given to bring in a bill, entitled, An act to enlarge the powers of the trustees of the poor
in Somerset county. ORDERED, That MT. Cottman, Mr. Bayly and Mr. Galt, be a committee to prepare and
bring in the same.

Mr. Chapman, from the committee, delivers to the speaker the following report:

THE committee to whom was referred the memorial of John Kilty, report, that they have considered the
subject of the reference; the committee have also examined the work called The Land-Office Guide, written
and compiled by the memorialist.

The memorialist, in the execution of this work, has performed a most laborious task, and has been necessarily
obliged to go through a long and painful research into the public records for those documents which were essen-
tial to the completion of the treatise he was engaged in.

The committee beg leave to observe, that before the publication of the work now prepared by the memorialist,
the laws and regulations of the land-office, so highly important to the landed interest, have rested solely on tra-
dition, some few adjudications, and upon many unconnected documents in the public offices, no compilation of
those laws having ever been attempted until the memorialist first set the example.

The committee are of opinion, that the present work reflects great credit upon the memorialist, and will be
extensively beneficial to the citizens of this state; that if this subject had been pointed out to the legislature
before the work commenced, the assembly would have directed a compilation of a similar nature; and that the
memorialist having completed this laborious and useful undertaking without being particularly directed to do so,
has not, by this act of confidence in the government, lessened his claims to the liberality of the legislature; and
this general assembly being willing to patronize a work of such merit and public utility, therefore,

RESOLVED, That the treasurer of the western shore be and he is hereby directed to purchase of John Kilty,

Esquire, —— copies of The Landholder's Assistant and Land Office Guide, to be distributed among the dif-

ferent courts and offices of this state, and in such other manner as the governor and council shall think proper.

And RESOLVED FURTHER, That the said treasurer pay to the aforesaid John Kilty, Esquire, the sum of ——

dollars, in testimony of the opinion they entertain of the value of the said work, and as a remuneration on the

part of this state to the author for the attention, labour and expense, necessarily employed in completing the same.

All which is submitted.

By the HOUSE of DELEGATES, December 13, 1808.

Gentlemen ef the Senate,
IN answer to your message of to day, proposing an adjournment on the 17th, we reply, that our message,
which produced your answer, was the result of a belief that the subjects before us could not be disposed of, con-
sistent with due deliberation, before the 20th; our opinion still remains the same, but if we can, in conformity
with our duty tu the public, we shall cheerfully unite with you in an adjournment on the 17th.

The house adjourns until to-morrow morning 9 o'clock.

WEDNESDAY, December 14, 1808.

THE house met. Present the same members as on yesterday, except Mr. Hodges. The proceedings of
yesterday were read.

The bill granting leave to the trustees of Lower West Nottingham congregation, in Caecil county, and their
successors, to receive a deed or deeds for and hold the lands therein mentioned, the bill to incorporate the Uni-
on Manufacturing Company of Maryland, with the message relative thereto, and the message relative to closing
the session, were sent to the senate by the clerk.

The speaker laid before the house a memorial from the commissioners of the state for the erection of a peni-
tentiary, suggesting the propriety of a further sum of 20, 000 dollars being appropriated for the completion
thereof; which was read, and referred to Mr. Stansbury, Mr. R. Steuart, Mr. Bland, Mr. Harryman and Mr.
Dorsey, to consider and report thereon.

A petition from sundry inhabitants of Caecil county, praying that a bridge over Principio creek may be made
a toll-bridge, was preferred, read, and referred to Mr. Mitchell, Mr. Hart and Mr. Porter, to consider and
report thereon.

ORDERED, That the bill for the relief of Jacob Bantz, of the city of Baltimore, be recommitted for amend-
ment.

Mr. Beall, from the committee, delivers to the speaker the following report:

THE committee to whom was referred the petition of Rinaldo Johnson, on behalf of the securities of Tho-
mas Williams, late collector of taxes in Prince-George's county, beg leave to report, that they find the facts
Stated in and petition to be true, and that a resolution did pass at the last session, authorising the treasurer to
