VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1808. 51

The house, according to the order of the day, proceeded to the second reading of the supplement to an act,
entitled, An act for the speedy recovery of small debts out of court, and to repeal the acts of assembly therein
mentioned, which being read throughout, the question was put, That the same be withdrawn? Determined in
the negative.

The question was then put, Shall the said bill pass? The yeas and nays being required, appeared as follow:

So it was determined in the negative.

Mr. Bowles, from the committee, delivers to the speaker a bill, entitled, An act to pay the civil list, and
other expenses of civil government; which was read the first time and ordered to lic on the table.

The clerk of the senate delivers the bill authorising a lottery to raise a sum of money for the purpose of re-
building Benjamin church, in Frederick county, formerly known by the name of Cryder's Church the bill autho-
rising a lottery to raise a sum of money lor the purposes therein mentioned, the bill authorising a lottery to
raise a sum of money for the purpose of repairing the parsonage house and the church belonging to the German
evangelical lutheran congregation in Frederick-town, in Frederick county and the supplement to an act autho-
rising a lottery to raise a sum of money for the purpose of finishing the steeple of Saint John's church, in Eliza-
beth-town, in Washington county, and for other purposes, severally endorsed, " will pass. " Ordered to be en-
grossed. The supplement to the act, entitled. An act to incorporate a school in Allegany county, by the name
of Allegany County School, and the bill for the more effectual preservation of the breed of wild deer in Dor-
chester county, severally endorsed, " will not pass. "

Mr. Hodges has leave of absence.

Mr. Bayly, from the committee, delivers to the speaker a bill, entitled. An act authorising and empowering
Stephen Collins and Whittington Polk to dispose of the lands therein mentioned, and a bill, entitled. An act
for the relief and benefit of John Moor, of Somerset county; which were read the first time and ordered to lie
on the table.

Mr. Hopper, from the committee, delivers to the speaker a bill, entitled, A further additional supplement to
an act, entitled. Au act for erecting buildings tor the use of the poor in Queen-Anne's county, and for other
purposes; which was read the first time and ordered to lie on the table.

Mr. Seth, from the committee, delivers to the speaker the bill, entitled. A further supplement to an act, enti-
tled. An act for the better regulation of apprentices, as amended; which was read the first time and ordered to
lie on the table.

The following message was read and agreed to.

By the HOUSE of DELEGATES, December 13, 1808.
Gentlemen of the Senate,

UPON reconsideration of the 8th amendment to the bill, entitled, An act to incorporate the Union Manu-
facturing Company of Maryland, we have agreed to recede therefrom.

By order, J. BREWER, clk.

The bill granting leave to the trustees of Lower West Nottingham congregation, in Caecil county, and their suc-
cessors, to receive a deed or deeds for and hold the lands therein mentioned, was read the second time and passed.

Mr. Herbert, from the committee, delivers to the speaker a bill, entitled, A further additional supplement to
an act relating to negroes, and to repeal the. acts of assembly therein mentioned; which was read the first time
and ordered to lie on the table.

On motion, the question was put. That the further consideration of the bill to alter, change and abolish, such
parts of the constitution and form of government of this state as relate to the manner of voting in the two
houses of the legislature, be referred to the next general assembly? The yeas and nays being required, appear-
ed "as follow:
