the counties through which it might pass, beg leave to report, that they have taken the same into consideration,
and are of opinion that the prayer of the petition is unreasonable and ought not to be granted. All which is
submitted.

Which was read the first and second time by especial order and concurred with.

A petition from sundry inhabitants of Caecil county, counter to the petitions for a bridge over Susquehanna
river, was preferred, read, and referred to. the committee appointed on the petitions to which it is counter.

A petition from Rinaldo Johnson, o; Prince George's county, praying interest on. 140 147, from the 11th
June, 1702, to 11th June, 1802, was preferred, read, and referred to Mr. Beall, Mr. Hopewell and Mr. Her-
bert, to consider and report thereon.

On motion, the question was put, That the committee appointed to bring in a bill, entitled. An act to make
au appropriation for the purpose of purchasing arms for the militia or" this state be discharged ? Determined in
the negative.

Mr. Downey, from the committee, delivers to the speaker a bill, entitled. An act authorising the levy court
of Washington county to assess and levy a sum of money tor the purposes therein mentioned; which was read
the first and second time by especial order, passed, and sent to the senate by the clerk.
Mr. Page, from the committee, delivers to the speaker the following report:

THE committee to whom was referred the petition of John Smith Brooks, of Prince-George's county, beg
leave to report, that they have examined into the; facts set forth in said petition, and upon due consideration
thereof are of opinion that the following resolution should be adopted.

RESOLVED, That the chancellor be and he is hereby authorised, on the petition of John Smith Brooks to him
for that purpose, to hear and determine upon the validity of a certificate issued on the seventeenth day of June,
in the year one thousand seven hundred and eighty-tour, to George Wilson, late a soldier in the continental
army, No. 5119, now the property of John Smith Brooks, and should he be of opinion that the said certificate
is a valid one and issued by authority of the state, and the state bound to pay the same, that he decree the same
to be paid at the treasury by creditting the bond of the said John Smith Brooks, now in the treasury, with the
amount of principal and interest due thereon, and that the attorney-general of the state have notice or such
petition, in writing, that he may appear and object thereto, should he deem it necessary, on behalf of the state,

and that all proceedings on the bond of said John Smith Brooks be stayed until the decision of the chancellor;
provided, that application be made for that purpose before the ——— day of ——— next.

The clerk of the senate delivers the following message:

By the SENATE, December 13, 1808.
Gentlemen of the House ef Delegates

WE have received your message, proposing an adjournment on the 20th of this month. The senate feel an
anxious solicitude to close the session as early as the public good will admit of it; and a due regard to the in-
terest of our constituents demand it as a duty. Impressed with the opinion, that every subject proper and es-
sential for our deliberations may be matured by the 17th instant, we request a reconsideration of the question
of adjournment, and that you will agree to close the session on that day.

Which was read.

The bill to extend further the powers of the commissioners of Elizabeth-town, in Washington county, was
read the second time, passed, and sent to the senate by the clerk.

A petition from Thomas Rowe, praying -a divorce, was preferred, read, and referred to Mr. Mitchell, Mr.
Hart and Mr. Porter, to consider and report thereon.

A petition from sundry inhabitants of Worcester county, praying for a bridge over the head of Pitt's creek,

was preferred, read, and referred to Mr. Wilson, Mr. Hayward and Mr. Bennett, to consider and report thereon.

Mr. Stevens, from the committee, delivers to the speaker a bill, entitled. An act to alter, change and abolish,

all such parts of the constitution and form of government as relate to field-officers holding a seat in the general

assembly of this state; which was read the first time and ordered to lie on the table.

Mr. Mitchell, from the committee, delivers to the speaker a bill, entitled. An act authorising James Cochran
to complete his collection; which was read the first and second time by especial order, passed, and sent to the
senate by the clerk.

On motion, Leave given to bring in a bill, entitled, An act to pay the civil list, and other expenses of civil
government. ORDERED, That Mr. Bowles, Mr. Boyle and Mr. Dorsey, be a committee to prepare and bring
in the same.

On motion, Leave given to bring in a bill, entitled, An act to incorporate a company to make turnpike road
from Ellicott's lower mills, through Anne-Arundel and Montgomery counties, to intersect the line of the dis-
trict of Columbia in the straightest practicable direction, to Tendley-town in the district of Columbia OR-
DERED, That Mr. Carroll. Mr. Stansbury. Mr. Belt, Mr. S. Thomas, Mr. Merriken, Mr. Bowles and Mr.
Randall, be a committee to prepare and bring in the same.
