22 VOTES AND PROCEEDINGS; NOVEMBER SESSION, 1807.

Mr. Dorsey, from the committee, delivers to the speaker a bill, entitled, A further supplement to an act, en-
titled, An act for the relief of sundry Insolvent debtors, as amended; which was read the first time and order-
ed to lie on the table.

The bill to lay out and make a public road in Baltimore county, was sent to the senate by the clerk.

A petition from Martin Brown, of Saint Mary's county, praying to be released from confinement, was pre-
ferred, read, and referred to Mr W. H. Brown, Mr. J. Brown and Mr. Gardiner, to consider and report thereon.

The clerk of the senate delivers the bill authorising Nathaniel Rochester, late sheriff and collector of Wash-
ington county, to complete his collection, endorsed, " will pass. " Ordered to be engrossed. And the bill au-
thorising Joseph Green, late sheriff and collector of Charles county, to complete his collection, endorsed, " will
pass with the proposed amendments; " which amendments were read the first and second time by especial order,
agreed to, and the bill ordered to be engrossed.

A petition from Thomas Richardson, of Prince-George's county, praying for a public road from his mill to
intersect the main road leading to Bladensburgh, was preferred, read, and referred to Mr. Page, Mr. Callis and
Mr. Hall, to consider and report thereon.

ORDERED. That the bill to incorporate the stockholders in the Hagar's-town Bank, have a second reading on
Wednesday next.

On motion, Leave given to bring in a bill, entitled, An act to punish blasphemers, swearers, drunkards and
sabbath breakers, and for repealing the laws heretofore made for the punishing such offenders. ORDERED, That
Mr. Biggs, Mr. Callis, Mr. J. Brown, Mr. Merriken, Mr. Seth, Mr. Stone and Mr. Bayard, be a committee to
prepare and bring in the same.

Mr. J. E. Spencer, from the committee, delivers to the speaker a bill, entitled, An act to establish a chan-
cery court on the eastern shore, and to repeal such parts of the constitution and form of government as may be
incompatible with the same; which was read the first time and ordered to lie on the table.

The bill to confirm an act, entitled, An act to alter, change and repeal, such parts ef the constitution and
form of government of this state as relate to the division of Saint-Mary's county into electional districts, was
read the second time, passed, and sent to the senate by the clerk.

A petition from John Booth, praying a law may pass authorising him to convey to Thomas Sim Lee a tract of
land purchased by him of the petitioner's father, was preferred, read, and referred to Mr. Tabbs, Mr. Bowles
and Mr. T. Dorsey, to consider and report thereon.

The bill to alter the time of holding the county court of Queen-Anne's county, was read the second time,
passed, and sent to the senate by the clerk.

Mr. Mitchell, from the committee, delivers to the speaker a bill, entitled, An act for the benefit of John
Burgoyne, of Caecil county; which was read the first time and ordered to lie on the table.

The clerk of the senate delivers the supplement to the act, entitled, An act for the benefit of Robert Willi-
ams, a free black man, and of his wife and children, endorsed, " will pass. " Ordered to be engrossed. And the
following message:

By the SENATE, November 18, 1807.
Gentlemen of the House of Delegates,

WE have received your message of the 11th inst, and have appointed Mr. Somervell, Mr. Dorsey, Mr. Par-
tridge, Mr. Glenn and Mr. Williams, a committee on the part of the senate, to join the gentlemen named by
your house Lo compare and examine the engrossed bills.

Which was read

On motion, That leave be given to bring in a bill to alter and abolish such parts of the constitution as relate
to elections by ballot, and for other purposes therein to be mentioned, the previous question was called for and
put, That the main question be now put r Determined in the negative.

On the second reading of the resolution directing the resolutions of the legislature to be recorded, the ques-
tion was put, That the whole of the resolution from the word " Resolved" be stricken out? Resolved in the
affirmative.

On motion, That the following words, to wit: " That ———— be a committee to collect and examine the re-
solutions passed by the general assembly of Maryland, from the year 1778 to the year 1799, inclusive, and to re-
port such thereof as the committee may think ought to be preserved, when collected, to this house, and that the
printer to the state be directed to publish the same with the laws of the present session; and that the said reso-
lutions, so as aforesaid to be published, shall be received in evidence in any court of law in this state, " be in-
serted in lieu of the words stricken out? Resolved in the affirmative.

On motion, the question was put, That the further consideration of the same be postponed? Determined in
the negative.

The house proceeded to ballot for said committee, and the ballots being deposited in the ballot box, the gen-
tlemen named to strike retired, and after sometime returned and reported, that Mr. C. Dorsey, Mr Bruce and
Mr. Stone, were elected.

On motion, the question was put, That the house reconsider the first part of the said resolution? Resolved
in the affirmative.
