20 VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1807.

MONDAY, November 16, 1807.

THE house met. Present the same members as on Saturday. The proceedings of Saturday were read.
Mr. Seth appears in the house. Mr. Edward Robins, a delegate, returned for Worcester county, appears, and
after qualifying in the mode prescribed by the constitution and form of government, and taking the oath to sup-
port the constitution of the United States, took his seat in the house Mr. Streett and Mr. Holbrook have leave
of absence.

On motion, That leave be given to bring in a bill, entitled, An act to alter and abolish such parts of the con-
stitution as relate to elections by ballot, and for other purposes therein to be specified? The previous question
was called for and put, That the main question be now put? Determined in the negative.

A petition from sundry inhabitants of Kent county, stating, that some incendiary sec fire to, and destroyed,
the property of John Moore, a justice of the peace for said county, and that they have reason to believe it has
been done by some person whose resentment has been excited by the discharge of his duty, as such, and praying
a law may pass authorising the levy court of Kent county to levy a sum of money to reimburse him for said loss,
was preferred, read, and referred to Mr. W. Moffit, Mr. Brice, Mr. J. E. Spencer, Mr. Sudler and Mr. Har-
ryman, to consider and report thereon.

A petition from John Trueman, late door-keeper to the house of delegates, praying some assistance, was pre-
ferred, read, and referred to Mr. Bowles, Mr. Shaaff and Mr. Tabbs, to consider and report thereon.

On motion, Leave given to bring in a bill, entitled, An act to confirm an act, entitled, An act to alter,
change and repeal, such parts of the constitution and form of government of this state as relate to the division
of Saint-Mary's county into electional districts; ORDERED, That Mr. W. H. Brown, Mr. Hopewell and Mr.
Stone, be a committee to prepare and bring in the same.

Mr. W. H. Brown, from the committee, delivers to the speaker the said bill; which was read the first time
and ordered to lie on the table.

On motion, the question was put, That leave be given to bring in a bill, entitled, A supplement to an act for
the speedy recovery of small debts out of court, and for other purposes? The yeas and nays being required, ap-
peared as follow:

TUESDAY, November 17, 1807.

THE house met. Present the same members as on yesterday, except Mr. Holbrook and Mr. Streett. The
proceedings of yesterday were read.

A petition from Peter Miles, of the city of Baltimore, praying a special act of insolvency, was preferred,
read, and referred to the committee appointed on the petition of Nathaniel L. Chew.

A petition from Robert Armstrong and Elizabeth Burney Landrum, praying that a law may pass directing the
register of wills for Baltimore county to deliver them the original will of Robert Burney, deceased, was
preferred, read, and referred to Mr. T. Dorsey, Mr. Little and Mr. Harryman, to consider and report there-
on.

A petition from sundry inhabitants of the city and county of Baltimore, praying an act may pass to authorise
the opening and extending the centre street from the reservoir of the water company across Jones's Falls, to the
east side thereof, and that the levy court of Baltimore county be directed to levy a sum on said county towards
defraying the expense thereof, was preferred, read, and referred to Mr. Little, Mr. Harryman, Mr. M. Brown,
Mr. T. Dorsey and Mr. Steuart, to consider and report thereon.

A petition from sundry physicians, and other inhabitants of Baltimore, praying for the passage of a law to
establish a medical college in the city or precincts of Baltimore, was preferred, read, and referred to Mr. T.
Dorsey, Mr. Mitchell, Mr. Seth, Mr. King and Mr. Little, to consider and report thereon.

On motion, ORDERED, That the bill to lay out and make a public road in Baltimore county, be recommitted
for amendment.

The clerk of the senate delivers the bill to ratify and confirm the marriage articles of Ely Dorsey, of Ely, of
Frederick county, and Araminta his wife, endorsed, "will pass with the proposed amendments; " which amend-
ments were read the first and second time by especial order, agreed to, and the bill ordered to be engrossed.
And a bill, entitled, An act for. removing an obstruction, in Conewago-street, and for extending the width and
