86 VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1806.

Mr. Bruce, from the committee, delivers to the speaker the following report:

THE committee appointed to report and bring before the house the most eligible plan or plans for the appro-
priation of the surplus money coming into the treasury, beg leave to state, that they find in the treasury, toge-
ther with what may be expected there in the course of a few months, something more than one hundred and
fifty thousand dollars; that of this sum twenty-five thousand dollars has been appropriated to the payment of
certain certificates and bills of exchange; that a portion of the remainder, or balance, might be vested in stock
of the Farmers Bank of Maryland, a part in the Mechanics Bank of Baltimore; a sum might also be given to
the penitentiary; twenty or thirty thousand dollars to the use of schools, and there would still be left a balance,
a small part, say ten or twelve thousand dollars of which might be laid out in the purchase of stock in the two
turnpike roads, now going into operation, and the remainder in the purchase of funded stock of the United
States. Your committee are of opinion it would be good policy in the legislature to encourage, by their aid,,
undertakings of this kind, and it would moreover give a spring and activity to individual exertion that would be
highly beneficial; in order to bring these subjects before the house, we lay before you the following resolutions:

RESOLVED, That the treasurer of the western shore be and he is hereby authorised and directed to subscribe,
for aid on behalf of this state, for four hundred shares in the Baltimore and Frederick-town turnpike road, and
for two hundred shares in the Baltimore and Reister's-town turnpike road; that the money for the shares so
subscribed be paid out of any unappropriated monies in the treasury, to the president and directors of the re-
spective roads, or their order, when the shares as above directed shall have been subscribed for.

RESOLVED, That the governor and council be and they are hereby authorised and directed, as any money may
come into the treasury and be unappropriated, to cause the same, through the agency of some person they may
think proper to appoint, to be laid out in the purchase of funded stock of the United States, taking care to keep
at all times in the treasury a sum sufficient to meet any probable exigencies or demands that possibly may arise.

So it was resolved in the affirmative.
Which was sent to the senate by the clerk.

The clerk of the senate delivers the resolution in favour of Jubb Fowler, endorsed " dissented from. " The
resolution in favour of Joseph Ennalls, and others, endorsed " assented to with the proposed amendment; "'
which amendment was read the first and second time by especial order and agreed to. Also the bill annulling
the marriage of James W. Dimmett and Catharine Dimmett, the supplement to an act, entitled, An act to pre-
vent any obstruction of the navigation in the river Patowmack, the bill to authorise the levy court of Montgo-
mery county to assess and levy a sum of money for the purpose therein mentioned, the bill to lay out and open
a public road in the direction herein after mentioned in Baltimore county, and the bill to lay out and make pub-
lic a road in diaries county, severally endorsed " will pass. " Ordered to be engrossed. Also the bill to en-
courage the destruction of crows in the several counties of this state, endorsed " will not pass. " Also the en-
grossed bills from No. 1 to 30, inclusive, severally endorsed " read and assented to. " And the following mes-
sage:

By the SENATE, January 2, 1807.
Gentlemen of the House of Delegates,

WE have nearly finished all the business now before us, and shall be ready to close the session on to-morrow.
We beg leave to suggest the propriety of the committee of claims closing the journal of accounts, and sending
it to the senate on this day, together with the respective accounts and vouchers, that we may have time and
means for fully examining and considering the same.

The report on the petition of Robert C. Stone, and others, was read the second time, the resolution therein
contained assented to, and sent to the senate by the clerk.
