VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1806. 7

Your committee further report, that it appears from the return of the judges of election for Calvert county,
that Thomas Blake, Peter Emerson and Thomas H. Lyles, Esquires, are duly elected and returned delegates
for said county; and that Thomas H. Wilkinson and Philip Dorsey, Esquires, being the next highest on the
polls, have an equal number of votes; they are therefore of opinion that a warrant of election should issue for
the purpose of electing a fourth delegate for Calvert county to this general assembly.

All which is submitted.

FRIDAY, November 7, 1806.

THE house met. Present the same member as on yesterday. The proceedings of yesterday were read.

A petition from Anne Ellis, of Talbot county, stating, that she, as the wife of Robert Ellis, deceased, has
a claim upon the state for his services as a soldier, and praying a law may pass giving her a compensation there-
for, was preferred, read, and referred to Mr. Martin, Mr. Belt and Mr. Williams, to consider and report,
thereon.

A petition from Absalom Barney Tracey, and others, of Baltimore county, praying their names may be
changed from Tracey to Gill, was preferred, read, and referred to Mr. Aisquith, Mr. Harryman and Mr. Little,
to consider and report thereon.

On motion, ORDERED, That the clerk to the governor and council be requested to lay before this house the
journal containing the proceedings of the executive for the present year.

The clerk of the council delivers the journal as required.

The speaker laid before the house a letter from the auditor-general, containing his report on the account of
William Amos, sen. of Harford county, referred to him by a resolution of last session; which was read, and
referred to Mr. Street, Mr. Bond and Mr. Forwood, to consider and report thereon.

Also the western. shore treasurer's account, as charged on the auditor's books, from the 1st of Nov. 1805, to
the 1st Nov. 1806, and an estimate of the state debt; which were read and referred to the committee of claims

A petition from sundry inhabitants of Saint-Mary's county, praying an increase of the allowance to jurymen,
was preferred, read, and referred to Mr. W. H. Brown, Mr. Aisquith, Mr. Kerr, Mr. Gardiner and Mr.
M'Pherson, to consider and report thereon.

Mr. Solomon Frazier, a delegate returned for Dorchester county, appeared, and after qualifying in the mode
prescribed by the constitution and form of government, and taking the oath to support the constitution of the
United States, took his seat in the house.

On motion, Leave given to bring in a bill, entitled, An act to regulate and discipline the militia of this state
ORDERED, That Mr. Street, Mr. Bowles, Mr. Chapman, Mr. Belt, Mr. Harryman, Mr. Little and Mr. Co-
megys, be a committee to prepare and bring in the same.

The report of the committee of elections was read the second time, and the question put, That the house
concur with the first part thereof? Resolved in the affirmative.

The question was then put, That the house concur with the second part thereof as far as the words " said
county ?" Resolved in the affirmative.

The question was then put, That the house concur with the residue of said report? Resolved in the affirmative.

On motion, ORDERED, That the, papers received from the trustee of the state be referred to the committee;
of claims.

A petition from the president and managers of the Marine society of Baltimore, praying a law may pass au-
thorising a lottery to raise a sum of money for the benefit of said society, was preferred, read, and referred to
Mr. Little, Mr. Harryman, Mr. R. Steuart, Mr. M. Brown and Mr. Aisquith, to consider and report thereon.

The house adjourns until to-morrow morning 9 o'clock.

SATURDAY, November 8, 1806.

THE house met.. Present the same members as on yesterday. The proceedings of yesterday were read.
Mr; George W. Jackson, a delegate returned for Somerset county, appeared, and after qualifying in the mode
prescribed by the constitution and form of government, and taking an oath to support the constitution of the
United States, took his seat in the house.

The following resolution was read the. first time and ordered 'to lie on the table.

RESOLVED, That this house sit, for the dispatch of public business, from the hour of trine o'clock in the
morning until three in the afternoon.

Mr. Hawkins, from the committee of claims, delivers to the speaker the following report:

YOUR committee beg leave to report, that they have examined the accounts and proceedings of Benjamin
Harwood, treasurer of the western shore, and find, by an account settled by the committee of claims to the first
