74 VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1805.

On motion, the question was put, That leave be given to bring in a bill, entitled, An act to regulate the
manner of manumitting slaves f Determined in the negative.

The bill to authorise James Rice and Mary Wolf to dispose of the land therein mentioned, the bill to autho-
rise Baltimore county court to remove the case therein mentioned, and the bill to lay out and open a certain
road in Baltimore county to intersect the main road leading from Cromwell's bridge to Baltimore, were read the
second tune, passed, and, with the resolution in favour of Jacob Workman, sent to the senate by the clerk.

Mr. Turpin, from the committee, delivers to the speaker the following report:

THE committee to whom was referred the petition of John Dawson, and. others, of Caroline county, toge-
ther with the petition counter to the same, have had the same under their consideration, and are of opinion
that the prayer of the petitioner ought not to be granted.

By order, N. MARTIN, clk.
Which was read the first and second time by especial order and concurred with.

The bill to authorise and empower the levy court of Baltimore county to assess and levy a sum of money for
the purpose therein mentioned, was read the second time and passed.

The amendments proposed co the supplement to an act, entitled. An act for introducing a copious supply of
wholesome water into the city of Baltimore, were read the second time, agreed to, and the bill ordered to be
engrossed.

The further additional supplement to the act, entitled, An act to direct descents, was read the second time
and passed.

On motion, Leave given to bring in a bill, entitled, An act for erecting a town at or near the mouth of Will's
creek, in Allegany county. ORDERED, That Mr. Bruce, Mr. Tomlinson and Mr. Rizer, be a committee to
prepare and bring in the same.

A memorial from Jeremiah Townley Chase, of the city of Annapolis, stating, that he is greatly injured by
the abolition of the late judiciary system, and praying some compensation therefor, was preferred, read, and
referred to Mr. Shaaff, Mr. Montgomery and Mr. Chapman, to consider and report thereon.

Mr. Bayly, from the committee, delivers to the speaker a bill, entitled, A supplement to an act, entitled, An
act for the establishment of a new public road in Somerset county, passed at November session, seventeen hun-
dred and ninety-eight; which was read the first time and ordered to lie on the table.

The house adjourns until to-morrow morning 9 o'clock.

TUESDAY, January 7, 1806.

A HE house met. Present the same members as on yesterday. The proceedings of yesterday were read.

The bill, entitled, A supplement to the act, entitled, An act to lay out and make a public road from the
Black-house in Harford county, to intersect the Pennsylvania line, was read the second time and passed.

A bill, entitled, An act to ratify and confirm the marriage articles made between Ely Dorsey, of Ely, of
Frederick county, and Araminta his wife, was read the second time and passed.

On motion, ORDERED, That the bill, entitled. An act for the encouragement of learning in this state, and
for other purposes therein mentioned, have a second reading on to-morrow.

Mr. Gleaves, from the committee, delivers no the speaker a bill, entitled, An act for draining part of a
branch of Tuckahoe, known by the name of Beaver Dam Branch, lying in Queen-Anne's county; which was
read the first time and ordered to lie on the table.

Mr. Bayard, from the committee, delivers to the speaker a bill, entitled. An act for draining part of a branch
called Old-town Branch, lying in the upper part of Caroline county; which was read the first time and ordered
to lie on the table.

The report on the petition of Robert Halkerstone, was read the second time and the resolution therein con-
tained assented to.

A petition from Joshua Stevenson, praying that he may be heard by counsel at the bar of the house in sup-
port of his petition for an act of insolvency, was preferred, read, and referred to Mr. Bruce, Mr. Ogden and
Mr. Chapman, to consider and report thereon.

On motion, ORDERED, That the bill, entitled, An act to establish a chancery tribunal on the eastern shore
of this state, and to alter and abolish all such parts of the constitution and form of government of this state
as are repugnant thereto, have a second reading on the 11th instant.

A petition from sundry inhabitants of Frederick county, praying that the Reister's-town turnpike road may
be extended through Westminster, Taney-town and Emmitsburg, to Pittsburg, was preferred, read, and re-
ferred to Mr. Kuhn, Mr. Bruce and Mr. Waters, to consider and report thereon.

Mr. Carroll, from the committee, delivers to the speaker the following report:

THE committee to whom was referred the petition of sundry inhabitants living in Goshen district, in Mont-
gomery county, praying that the place of holding the election in said district may be altered from where it is
now held to Benjamin Hughe's, on Whipporwill Branch, and also on the petition from sundry inhabitants in
said district, praying that the election in said district may in future be held at Clarksburg, beg leave to report,
that they have taken the same into their roost serious consideration, and are of opinion, that as there appears to
