VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1805. 73

Petitions from Thomas B. Randall, of Baltimore county, and Isaac Peach, of Prince-George's county, praying
acts of insolvency, were preferred, read, and referred to the committee appointed on petitions of a similar nature.

ORDERED, That the bill to alter and amend that part of the constitution and form of government which set-
ties and ascertains the number of delegates of the city of Baltimore to the general assembly of this state, have
a second reading on Wednesday the 8th instant.

The bill to authorise the drawing of a lottery within the city of Baltimore for the purpose therein mentioned,
and the bill for the support of Covinton Jones and wife, were read the second time and passed.

On motion, the question was put. Will the house reconsider the bill, entitled, An act for draining part of a
branch called Old-town Branch, lying in the upper part of Caroline county ? Resolved in the affirmative.

ORDERED, That the same be recommitted for amendment.

The house adjourns until Monday morning 9 o'clock.

MONDAY, January 6, 1806.
THE house met. Present the same members as on Saturday. The proceedings of Saturday were read.

The bill to authorise the drawing of a lottery within the city of Baltimore for the purpose therein mentioned,

the bill for the support of Covinton Jones and wife, and the bill to provide for the organization and regulation
of the courts of common law in this state, and for the administration of justice therein, were sent to the se-
nate by the clerk.

The report on the petition of Jacob Workman was read the second time and the resolution therein contained
assented to.

On motion, ORDERED, That the second reading of the bill to incorporate a company to make a turnpike road
from the line of the district of Columbia where it crosses the post-road leading from George-town to Frederick-
town, through Montgomery and Frederick counties, to Frederick-town, be postponed until Thursday the 9th
instant.

A petition from, sundry inhabitants of Caroline county, counter to the petition of John Dawson, was pre-
ferred, read, and referred to the committee appointed on the petition to which it is counter.

A petition from Edward Hargadine, of Queen-Anne's county, praying an act of insolvency, was preferred,
read, and referred to the committee appointed on petitions of a similar nature.

A petition from Peter Myers, of Frederick county, counter to the petition of Joshua Stevenson, was pre-
ferred, read, and referred to the committee appointed on the petition to which it is counter.

Mr. Neale, from the committee, delivers to the speaker a bill, entitled. An act to empower the justices of
the levy court of Saint Mary's county to assess and levy annually a sum of money for the purpose therein men-
tioned; which was read the first time and ordered to lie on the table.

A petition from sundry inhabitants of the city and county of Baltimore, praying a law may pass to authorise
William Finn, exclusively, to erect a suitable pound within the precincts of said county for the reception of
all stray cattle, was preferred, read, and referred to Mr. Stephen, Mr. Ellicott and Mr. Harryman, lo consi-
der and report thereon.

Petitions from sundry inhabitants of Baltimore county, counter to the petition for a road from Wilson's ta-
vern to Towson's tavern, on the turnpike road, to Baltimore, were preferred, read, and ordered to lie on the
table.

The bill to lay out and make a public road in Frederick county, was read the second time, passed, and sent
to the senate by the clerk.

On the second reading of the bill to provide for recording certain papers in the register's office of Dorchester
county, the question was put, That the same be referred to the consideration of the next general assembly?
Determined in the negative.

The question was then put, Shall the said bill pass? Resolved in the affirmative. Sent to the senate by the clerk.

On motion, the question was put, That leave be given to bring in a bill, entitled, An act to prevent slaves
being set free ? The yeas and nays being required, appeared as follow:
