VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1805. 61

A petition from John C. Bond, of Harford county, praying co be indulged in the payment of a balance due
by him to the state, was preferred, read, and referred to Mr. Montgomery, Mr. Forwood and Mr. Ayres, to
consider and report thereon.

Mr. Bruce, from the committee, delivers to the speaker a bill, entitled, A further supplement to an act for
the effectual collection of the county charges in Allegany county; which was read the first time and ordered to
lie on the table.

A petition from Susanna Williams, of Anne-Arundel county, stating, that Robert Williams, husband to the
petitioner, purchased her from John Galloway, who executed a bill of sale to her said husband, who has since
become a lunatic, and that should her said husband die in that situation, she and her children would be subject
to become slaves for life, and praying the interposition of the legislature, was preferred, read, and referred to
Mr. Merriken, Mr. Bruce and Mr. Stephen, to consider and report thereon.

A memorial from Lawrence Brengle, of Frederick county, praying a law may pass to authorise him to com-
plete his collection as collector of said county, was preferred, read, and referred to Mr. Kuhn, Mr. Hawkins
and Mr. Cockey, to consider and report thereon.

Petitions from Joseph Kennedy and John Stephens, of Washington county, praying acts of insolvency, were
preferred, read, and referred to the committee appointed on petitions of a similar nature.

Mr. Lloyd, from the committee, delivers to the speaker a bill, entitled, An act to establish a chancery tri-
bunal on the eastern shore of this state, and to alter and abolish all such parts of the constitution and form of
government of this state as are repugnant thereto; which was read the first time and ordered to lie on the table.

Mr. Bruce, from the committee, delivers to the speaker the following report:

THE committee to whom was referred the petition of James M. Cresap, of Allegany county, report, that
they have taken the same into consideration, and find the facts therein stated to be true, therefore submit the
following resolution:

RESOLVED, That James M. Cresap, of Allegany county, be and he is hereby released from the payment of
the nine per cent, interest imposed on him by law, and arising on a balance due the state as one of the securi-
ties of Robert Sinclair, late a sheriff of Allegany county.

Which was read.

The bill authorising Jacob Schnebly, late collector of Washington county, to complete his collection, was
read the second time and parsed.

Mr. Kuhn, from the committee, delivers to the speaker a bill, entitled, An act authorising Lawrence Brengle,
late collector of Frederick county, to complete his collection; which was read the first time and ordered to lie

on the table.

The house adjourns until to-morrow morning 9 o clock.

FRIDAY, December 27, 1805.

THE house met. Present the same members as on yesterday, except Mr. Carroll. The proceedings of
yesterday were read. Mr. Ennalls appeared in the house. Mr. Hebb has leave of absence.

ORDERED, That the act to provide for the organization and regulation of the courts of common law in this
state, and for the administration of justice therein, be recommitted for amendment.

Mr. Watts, from the committee, delivers. to the speaker a bill, entitled. An act for an addition to the town
of Rockville, in Montgomery county; which was read the first time and ordered to lie on the table.

Mr. Lemmon, from the committee, delivers to the speaker the following report:

THE committee to whom was referred the petition of sundry inhabitants of the western precincts of the
city of Baltimore, praying that a law may pass to change the place of holding their election in the district
therein mentioned, report, that they have taken the same into consideration, and are of opinion, that as the
number of persons petitioning is but a small portion of the voters within the district, and no public notice of
the application has been given, the prayer aforesaid ought not to be granted. All which is submitted.

Which was read the first and second time by especial order and concurred with.

Mr. Montgomery, from the committee, delivers to the speaker the following report:

THE committee to whom was referred the petition of John C. Bond, of Harford county, report, that they
have taken the same into consideration, and are of opinion that the prayer of the petitioner is reasonable, and
ought to be granted, and therefore submit the following resolutions:

RESOLVED, That John C. Bond, of Harford county, be and he is hereby indulged in the payment of the ba-
lance due by him to the state of Maryland as former sheriff of Harford county, until the —— day of ——,
eighteen hundred and ———.

RESOLVED, That the said John C. Bond be released from the payment of the nine per cent, additional inte-
rest imposed by law on a balance due as aforesaid, provided the said balance be paid on the day aforesaid.

All which is submitted.
