60 VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1805.

On the second reading of the act for the relief of Charles Edwards, an insolvent debtor, of the city of Bal-
timore, the question was put, Shall the word "chancellor" be stricken out of the first clause thereof ? Re-
solved in the affirmative.

The question was then put, That the words " county court of Baltimore" be inserted in lieu of the. word
stricken out ? Resolved in the affirmative.

The bill being read throughout, the question was put, Shall the said bill pass ? Determined in the negative.

ORDERED, That the petitions for special acts of insolvency, which have been read and referred to special
committees, and the special relief prayed for has not been granted, shall be referred to the standing committee
upon insolvent petitions.

The clerk of the senate delivers the resolution in favour of Luther Martin, endorsed, " dissented from. "
The bill for the relief of Henry Stevenson, of Baltimore county, the bill for the relief of William Thomas and
John Carvil Hynson, junior, of Kent county, the bill to authorise and empower the levy court of Baltimore county
to assess and levy a sum of money for the purpose therein mentioned, the bill to lay out and open a certain road
in Harford county, and the bill for the benefit of Amelia Chance, of Caroline county, severally endorsed, " will
pass; " which were ordered to be engrossed. Also a bill, entitled, An act giving further powers to the corporation
of the city of Baltimore, endorsed, " will pass; " which was read the first time and ordered to lie on the table.

The bill for the benefit of the corporation of the Roman catholic clergymen, and for other purposes, was
read the second time and passed.

The bill for the benefit of Anne Reynolds, of Talbot county, was read the second time and passed.

On motion, ORDERED, That the bill tor an addition to the town of Rockville, in Montgomery county, te
recommitted for amendment.

The following resolution was read the first and second time by especial order and assented to.

RESOLVED, That Luther Martin have permission to pay to the state of Maryland the balance due to the said
state on account of confiscated property by him purchased, and for which the said state hath judgments against
him, in four annual and equal instalments, with interest thereon, the first instalment, together with the inte-
rest of the whole debt, to be paid on the first day of December, 1806, and that no execution shall in the inter-
mediate time be issued upon the said judgments, except on failure of paying the said instalments, together with
interest on the whole principal at that time due and owing, or either of them, at the times appointed by this
resolution.

The house adjourns until Thursday morning 9 o'clock,

THURSDAY, December 26, 1805.

THE house met. Present the same members as on Tuesday, except Mr. Gleaves, Mr. Hanson, Mr. Van-
Horn, Mr. Holland, Mr. R. Mackall and Mr. B. Mackall. The proceedings of Tuesday were read.

A memorial from the levy court of Baltimore county, stating, that much saving may be made in the annual
expence of the alms-house establishment, and submitting the necessity of some legal provision for the attain-
ment of the same to the legislature, was preferred, read, and referred to the committee appointed on the peti-
tion of the trustees of the poor of said county to consider and report thereon.

A petition from James M. Cresap, of Allegany county, praying to be released from the additional nine per
cent, interest which by law may be exacted from him, as security for Robert Sinclair, formerly sheriff of said
county, was preferred, read, and referred to Mr. Bruce, Mr. Tomlinson and Mr. Rizer, to consider and report
thereon.

Mr. Carroll has leave of absence.

Mr. Ayres, from the committee, delivers to the speaker a bill, entitled, An act to streighten the road known
by the name of the York Road, within Harford and Baltimore counties; which was read the first time and or-
dered to lie on the table.

Mr. Porter, from the committee, delivers to the speaker a bill, entitled, An act to lay out and open a road
from the Pennsylvania line to the Susquehanna canal, in Caecil county; which was read the first time and or-
dered to lie on the table.

The bill to authorise any two justices of the peace in this state to qualify the coroners of their respective
counties, was read the second time and passed, which, together with the further supplement to an act, entitled,
An act for the better regulation of apprentices, the bill for the benefit of the corporation of the Roman catholic
clergymen, and for other purposes, the bill for the benefit of Anne Reynolds, of Talbot county, and the resolu-
tions in favour of Marsham Parker and Luther Martin, was sent to the senate by the clerk.

The bill to confirm a division of the real property of the Havre-de-Grace company, was read the second time,
passed, and sent to the senate by the clerk.

The speaker laid before the house a letter from Samuel Smith, Esquire, enclosings bill to regulate the lay-
ing out and making a road from Cumberland, in the state of Maryland, to the state of Ohio, which originated
in the senate of the United States; which were read and referred to Mr. Bruce, Mr. Montgomery, Mr. Ste-
phen, Mr. Tomlinson and Mr. Ogden, to consider and report thereon.
