Which was read.

A petition from John Sotheren, of the city of Baltimore, counter to the petition or Samuel T. Wright, was
preferred, read, and referred to the committee appointed on the petition to which this is counter.

Petitions from Isaac Smith, of the city of Baltimore, Daniel Kemp, of Frederick county, John Mackey, of
Caecil county, and Edward Jolley and Alexander Reese, of Harford county, praying acts of insolvency, were
preferred, read, and referred to the committee appointed on petitions of a similar nature.

A petition from sundry inhabitants of the city of Baltimore, counter to the petition for the extension of Pratt-
street, was preferred, read, and referred to the committee appointed on the petition to which this is counter.

A petition from sundry inhabitants of Baltimore and Harford counties, praying that a law may pass directing
the criminals to work on a road opened from Belle-Air to the city of Baltimore, was preferred, read, and re-
ferred to Mr. Montgomery, Mr. Ayres, Mr. Lemmon, Mr. Forwood and Mr. Harryman, to consider and re-
port thereon.

A petition from sundry inhabitants of the city of Baltimore, praying an extension of Pratt-street, was pre-
ferred, read, and referred to the committee appointed on a petition of a similar nature.

ORDERED, That the bill to streighten and amend the old road leading from Randall's-town to George Beams's,
commonly called The Liberty-town Road, be recommitted for amendment.

Mr. Stephen, from the committee, delivers to the speaker the following report:

THE committee to whom was referred the petition of Luther Martin, of the city of Baltimore, having duly
considered the same, are of opinion that the prayer of the petitioner is reasonable and ought to be granted, and
therefore submit the following resolution:

RESOLVED, That the said Luther Martin have permission to pay to the state of Maryland the balance due to
the said state on account of confiscated property by him purchased, and for which the said state hath judgments
against him, in four annual and equal instalments, with interest thereon, the first instalment to be paid on the
first day of December, 1806, and that no execution shall, in the intermediate time, be issued upon the said
judgments, except on failure of paying the said instalments, or either of them, at the times appointed by this
resolution.

Which was read.

On motion, the question was put, Will the house postpone the further consideration of the bill for the en-
couragement of learning in this state, and for other purposes, until Wednesday the 1st day of January next ?
Resolved in the affirmative.

Mr. Stephen, from the committee, delivers to the speaker a bill, entitled, An act to alter and amend that
part of the constitution and form of government which settles and ascertains the number of delegates of the city
of Baltimore to the general assembly of this state; which was read the first time and ordered to lie on the table.

The following resolution was read the first and second time by especial order and assented to.

RESOLVED, That the treasurer of the western shore be and he is hereby authorised and required to pay unto
Joseph Mills, administrator of Timothy Bowes, of Saint-Mary's county, the sum of fourteen pounds fifteen
shillings, it being a balance due on the books of the commissioners of confiscated property to Timothy Bowes,
as assignee of Basil Brown.

The bill to repeal an act, entitled, A supplement to an act, entitled, An act for regulating the mode of stay-
ing execution, and repealing the acts of assembly therein mentioned, and for other purposes, was read the se-
cond time, and the question put, Shall the said bill pass ? The yeas and nays being required, appeared as follow:
