The clerk of the senate delivers a letter from John Eager Howard, Esquire, enclosing a memorial from the
commissioners to superintend the erection of a penitentiary, praying further funds for the completion of the
same which was read and referred to Mr. Montgomery, Mr. Stephen, Mr. Ellicott, Mr. Harryman and Mr.
Lemmon, to consider and report thereon. The resolutions in favour of Thomas Meredith, Charles F. Brod-
hag, and Thomas Nicholls, of Simon, severally endorsed, " dissented from. " The resolution in favour of John
Smith Brookes, and the resolution relative to the proprietary debt books, severally endorsed, "assented to. "
The bill for the relief of Richard Waters, of William, Ezekiel Gillis, and Richard Minish, of Somerset coun-
ty, endorsed, " will not pass. " And the bill annulling the marriage of Archibald Alexander and Susanna Alex-
ander, endorsed, "will pass. ", Ordered to be engrossed.
Mr. Montgomery, from the committee, delivers to the speaker a bill, entitled, An act to reform the penal
laws of this state; which was read the first time and ordered to lie on the table.
Mr. Lloyd, from the committee, delivers to the speaker a bill, entitled, An act to authorise any two justices
of the peace in this state to qualify the coroners of their respective counties; which was read the first time and
ordered to lie on the table.
Mr. Bruce, from the committee, delivers to the speaker a bill, entitled, An additional supplement to an act,
entitled, An act for the relief of insolvent debtors; which was read the first time and ordered to lie on the table.
Mr. Linthicum, from the committee, delivers to the speaker a bill, entitled, An act to incorporate a compa-
ny to make a turnpike road from the line of the district of Columbia, where, it crosses the post-road leading
from George-town to Frederick-town, through Montgomery and Frederick counties to Frederick-town; which
was read the first time and ordered to lie on the table.
ORDERED, That Mr. Montgomery and Mr. Shaaff be added to the committee to bring in a bill to regulate and
discipline the militia of this state, in the place of Mr. Neale and Mr. Plater, who are absent.
Mr. Van-Horn, from the committee, delivers to the speaker a bill, entitled, An act appointing Richard Cram-
phin, Benjamin Lowndes and George Calvert, commissioners for the purposes therein mentioned; which was
read the first time and ordered to lie on the table.
Mr. Van-Horn, from the committee, also delivers to the speaker a bill, entitled, An act annulling the marriage
of Joseph Boyd, of Prince-George's county, and Elizabeth his wife; which was read the first time and ordered
to lie on the table.
ORDERED, That the bill for the organization and regulation of the courts of common law in this state, and
for the administration of justice therein, have a second reading on, Thursday the second day of January next.

SATURDAY, December 21, 1805.
THE house met. Present the same members as on yesterday, except Mr. Hurtt. The proceedings of
yesterday were read. Mr. Holbrook appears in the house. Mr. Ennalls and Mr. Denny have leave of absence
for a few days.
A petition from Sarah Ditty and Samuel Jacob, of Anne-Arundel county, stating, that Roger Ditty, late
husband to the petitioner Sarah Ditty, by his last will and testament, directed his personal property to be sold,
and the money arising therefrom vested in bank stock, for the benefit of his children, and praying that they
may be authorised to use the same in the purchase of land, as they conceive it will tend more to the advantage
of the children aforesaid, was preferred, read, and referred to Mr. Merriken, Mr. Shaaff and Mr. Higgins, to
consider and report thereon.
A petition from Richard Sweney, of Baltimore county, praying an act of insolvency, was preferred, read,
and referred to the committee appointed on petitions of a similar nature.
The bill for the benefit of Colmore Duvall, of Prince-George's county, and the further additional supplement
to an act, entitled, An act to establish a market in Frederick-town, in Frederick county, and for the regulation
of the said market, were read the second time, passed, and sent to the senate by the clerk.
The report of the committee on the petition of Luther Martin, was read the second time by especial order
and the resolution therein contained assented to, which, together with the resolutions in favour of Charles
Gardiner and Joseph Mills, and the bill to prevent persons erecting booths, and retailing spirituous liquors,
within one mile of the places of religious worship of the people called Methodists in the several counties there-
in mentioned, was sent to the senate by the clerk.
