32 VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1805.

Mr. Stephen, from the committee, delivers to the speaker a bill, entitled, An act granting additional com-
pensation to the harbour-master of the port of Baltimore, also a bill, entitled, A supplement to an act, entitled,
An act to establish a market, and to build a market-house, in the western precincts of Baltimore, and for the
regulation of the same; which were read the first time and ordered to lie on the table.

Mr. Watts, from the committee, delivers to the speaker a bill, entitled, An act for the encouragement of
learning in this state, and for other purposes; which was read the first time and ordered to lie on the table.

Mr. Dorsey, from the committee, delivers to the speaker a bill, entitled, An act to authorise and empower
the levy court of Anne-Arundel county to assess a sum of money for the purposes therein mentioned, which
was read the first time and ordered to lie on the table.

Mr. Hebb, from the committee, delivers to the speaker the following report:

THE committee to whom was referred the petition of James Williams, of St. Mary's county, praying that a
law might pass authorising the levy court of said county to assess and levy annually a sum of money for his
support out of the poor-house, have taken the same into consideration, and are of opinion, that in as much as
the trustees of the poor of said county are authorised by law to provide for the maintenance of ten persons out
of the poor-house whose situation requires pecuniary assistance, they think that application for relief ought to
be made to them and not to the legislature, and therefore they beg leave to report, that the petitioner have
leave to withdraw his petition.

Mr. B. Mackall, Mr. Somervell, Mr, Watts, Mr. Frazier, Mr. Hyland and Mr. Prideaux, have leave of
absence for a few days.

The house, according to the order of the day, proceeded to the consideration of the bill, entitled, A supple-
ment to an act, entitled, An act to incorporate companies to make several turnpike roads through Baltimore
county, and for other purposes, and after sometime being spent in debate, the question was put, Shall the said
bill pass ? The yeas and nays being required, appeared as follow:

So it was resolved in the affirmative.

Which bill, together with the resolution relative to the investment in the Farmers Bank of Maryland, was
sent to the senate by the clerk.

The clerk of the senate delivers the bill to open a road from Barnsville, in Montgomery county, to Zachari-
ah Maccubbin's mill, and from thence to intersect the main road leading from Frederick-town to George-town,
at or near Log-town, endorsed " will pass; " ordered to be engrossed. And the bill to ratify and confirm the

proceedings of the committee of the Buckingham congregation in Worcester county, and for other purposes,
endorsed " will not pass. "

On motion, Leave given to bring in a bill, entitled, An act to vest temporary powers in the several clerks
in the several counties of this state. ORDERED, That Mr. Montgomery, Mr. Stephen and Mr. Ellicott, be a
committee to prepare and bring in the same.

On motion, ORDERED, That one hundred copies of the act passed at the last session of the general assembly,
entitled, An act to provide for the trial of facts in the several counties of this state, and to alter, change and
abolish, all such parts of the constitution and form of government as relate to the general court and court of
appeals, be printed for the use of the members of this general assembly.

Mr. Montgomery, from the committee, delivers to the speaker the bill, entitled, An act to vest temporary
powers in the clerks in the several counties of this state; which was read the first time and ordered to lie on
the table.

A petition from Henry Lay, of the city of Baltimore, praying an act of insolvency, was preferred, read,
and referred to the committee appointed on petitions of a similar nature.

A memorial from John Sprigg Belt, William Hammond, Philemon Griffith and Joshua Griffith, praying to be

released from their engagements as securities for Dennis Griffith, was preferred, read, and referred to Mr.

Dorsey, Mr. Montgomery, Mr. Chapman, Mr. Lloyd and Mr. Waters, to consider and report thereon.

The house adjourns until to-morrow morning 9 o'clock.
