the following named individuals are hereby constituted the
said board, viz: Rev. John M. Duncan, William Donald-
son, M. D., Charles F. Mayer, Reverdy Johnson, John S.
Tyson, Rev. John Finley, John Buckler, M. D., William
R. Steuart, Rev. John Gibson, Amos A. Evans, M. D.,
(Elkton,) Peregrine Wroth, M. D. (Kent,) Henry Howard,
M. D. (Montgomery,) John Martin, M. D. (Snow Hill,) E.
L. Finley, John V. L. McMahon, Joseph Nichols, M. D.
Richard M. Alien, M. D. (Harford) Robert Goldsborough,
M. D. (Centreville,) Samuel B. Martin, M. D. Col. William
Stewart, Robert Archer, M. D. (Harford,) John P. Mac-
kenzie, M. D., Francis P. Phelps, M. D. (Dorchester,) and
James Campbell, to be styled the board of visitors of Wash-
ington Medical College of Baltimore, whose duty it shall
be to see that the said professors and other officers conform

to the various requirements of this charter; they or a quo-
rum of their body shall have power jointly with the said
professors and their successors to grant diplomas to such
students as have passed examination by the professors, and
are found worthy by them pf being admitted to the degree

of Doctor of medicine, and as many of them as can conveni-
ently do so, shall countersign such diplomas; the said board
shall have power to elect, for their own special government,
presiding and other officers; they shall assemble at least
once in every year, at such time and place as may be agreed
upon by them or a quorum of their body, which shall con-
sist of seven members; they shall whenever they deem it

proper, visit the said college during the term of lecturing,
and attend the public examinations of the students; they
may from time to time advise the public or the Legislature,
of the state, of the condition of said college, whenever in
their opinion the public interest requires it, or they may
deem it calculated to benefit the said college; they shall
have power to visit said college, and confer with the pro-
fessors upon all matters connected with the general welfare
of the said college, and particularly with intent of guard-
ing against the conferring of degrees upon unqualified
persons; the said board or any number not less than seven,
shall remove for any cause by them deemed sufficient, any
member or members of their own body; and in case of a
vacancy by such removal, or from any other cause, they
shall proceed to fill the same.

Sec. 12. And, be it enacted, That the said professors
and board of visitors shall have power of conferring on
every student who shall have undergone an examination
by them, and shall be found worthy the degree of Doctor
