need be) of altering and fitting up, the Court House of Bal-
timore County, in the city of Baltimore, recently injured
by fire, and purchasing the necessary materials and Supplies
for the same, and also for erecting and completing, upon
the vacant lot in the said city, west of the said Court
House, adjoining the same, fire proof offices, for the safe
keeping of the records of Baltimore County Court, and the
Orphans' Court of Baltimore County, and for the purchase
of the necessary materials and supplies for that object, and
that, in the execution of this authority, the said commis-
sioners may adopt and pursue such plan or plans, as they,
or a majority of them, shall decide to be expedient and
necessary for the accommodation of the public, and to fa-
cilitate the operations of the several Courts of Baltimore
City and County, and the public functionaries connected
therewith in the administration of justice

Issue of stock
|
Sec 2 And be it enacted, That for the purpose of de-
fraying the expenses of said repairs, improvements, and
alterations, and all matters connected with the execution of
this law, the Mayor and City Council of Baltimore shall
create a stock, not exceeding eighty thousand dollars, bear-
ing an interest of five per centum per annum, payable quar-
terly by said Corporation, irredeemable for twenty years, to

be called the Court House Stock, for such sums as the said
Commissioners shall, from time to time, certify to the Mayor
of the said city to be necessary, and issue certificates for the
same, payable at the end of twenty years, by the Mayor and

City Council of Baltimore, and that the proceeds of the said
Stock, when sold, shall be received by the said Mayor and
City Council, and shall be applied as necessary in the pay-
ing the expenses incurred in the execution of this act.

Contracts-obliga-
tions
|
Sec 3. And be it enacted, That, in the execution of the
powers hereby granted, the said commissioners, or a ma-
jority of them, shall make such contracts, and take such
bonds, for the faithful performance of the same, payable to
the Mayor and City Council of Baltimore, as they shall deem
necessary, and that they, the said commissioners or a ma-
jority of them, shall make all payments under such contracts
and for all other purposes to them committed, by orders in
writing, signed by them, or a majority of them, drawn upon
the Register of the city of Baltimore, whose duty it shall
be to satisfy such orders

Sec. 6. And be it enacted, That for the purpose of paying
the interest and principal of the said stock, there shall an
