and all vacancies occurring in any of said offices within the
year, shall be filled as soon as may be, by the same mode of
appointment as aforesaid; Provided, That the President shall
always be chosen from the said board and the Treasurer
from among the contributors of the said institution, And provided
also,
That neither the Treasurer nor any of the other
officers aforesaid, shall be chosen from the said board or eligible
thereto, during their continuance in office.
  CHAP. 181.  

Proviso.
    Sec. 4.  And be it enacted, That the contribution of three
dollars and upwards to the said Dispensary, shall entitle the
contributors to one vote for every three dollars so contributed,
at the elections of said institution, for the year next ensuing,
and to the privilege of recommending patients to its care;
but if the contribution be of sufficient amount to constitute the
contributor a permanent one, he may at the ensuing election,
make his choice of being so considered, and shall thereupon
become entitled to all the privileges of a permanent contributor.

    Sec. 5.  And be it enacted, That all contributions over three
dollars, shall be applied to the permanent fund of said institution,
and be invested accordingly, unless the contributor shall
at the next annual election thereafter, direct the application
thereof, to the general purposes of the institution.

    Sec. 6.  And be it enacted, That the contribution of twenty-five
dollars, at any one time, or of ten dollars a year, for three
successive years, shall entitle the person making the same, to
become and be considered a contributor for life; and to one
vote annually thereafter at the elections of the said institution,
and to the privilege of recommending patients to its
care.
Rights of contributors.
    Sec. 7.  And be it enacted, That the present permanent contributors,
and those who by paying the sum of thirty dollars,
at any one time, may become such in the said institution, shall
be entitled, at the elections thereof, to one vote for every thirty
dollars of their contributions, instead of one vote for every
fifty dollars as heretofore, and such contributor and contributors
for life, may transfer upon the books of the institution
to other persons, in whole or in part, the benefits of their contributions,
and all privileges to them belonging as such, or
may at any time authorise such transfer in writing.

    Sec. 8.  And be it enacted, That any permanent contributor
or contributors for life, or their assignees, may at their option
at any election of said institution, relinquish their privileges
as such, and in such case may exercise the right of giving at
the election, of that year, one vote for every three dollars of
their respective contributions.

    Sec. 9.  And be it enacted, That to prevent in future any uncertainty
in such instances, all donations to the said institution
by private associations of individuals, shall be deemed
gratuitous donations, not contributions within the meaning of
