CHAP. 140

all future elections to be held by one or more judges, in
such manner as shall be directed from time to time by or-
dinance of the corporation, the same not being inconsistent

Sec. 4. And be it enacted, That the said commissioners
shall have full power and authority to enact and pass all laws
and ordinances, to preserve the health of the town; prevent
and remove nuisances; to improve and appropriate fines, pe-
nalties and forfeitures, for the breach of their laws or ordi-

nances; to levy and collect taxes for opening the necessary
streets and alleys of the said town; Provided the said taxes
shall not exceed twenty-five cents on every hundred dollars
worth of taxable property in any one year, which they may
collect as county taxes are collected, by such persons as the
burgess may see fit to appoint; all ordinances and by-laws
to be signed by the burgess.

Sec. 5. And be it enacted, That the said commissioners,
or a majority of them, shall have power to appoint their
own clerk, and assign to him his duties, and also to allow
him a salary in their discretion, not exceeding the sum of
twenty dollars per annum.

Sec. 6. And be it enacted, That all ordinances passed
by the said commissioners, and their proceedings generally,
shall by their clerk be entered in a book to be kept by him
for that purpose, and shall be open at all times for the in-
spection of any person, and copies of said ordinances shall
be put up in the most public places of said town, that the
same may be generally made known.

Sec. 7. And be it enacted. That all fines and forfeitures
under the ordinances of the said corporation, shall be reco-
vered before a justice of the peace in like manner as small
debts are recovered out of court.

Sec. 8. And be it enacted, That the said commissioners
shall meet upon the business of the town at least three
