Sec. 25. And be it enacted, That unless said rail road
is commenced within one year from the passage of this act,

and finished within five years thereafter, this act, and all
the rights and privileges which it confers on said company,
shall cease and be actually void.

Sec. 26. And be it enacted, That the president and di-
rectors shall have full power and authority to borrow mo-
ney and effect loans so far as the same shall be necessary to
the completion of the road herein authorised to be con-
structed, and for the purpose of securing the repayment of
such sunn as may be so borrowed and obtained, with inte-
rest thereon, may pledge their interest in the said roads, or
either of them, and the profits thereof.

CHAP. CXL.

An Act to incorporate Abingdon, in Harford County.

Passed Mar 9, 1829

Sec. 1. Be it enacted by the General Assembly of Ma-
ryland, That Abingdon shall be and is hereby constituted an
incorporate town, and the inhabitants thereof constituted a
body politic and incorporate, by the name of The Burgess
and Commissioners of Abingdon, and as such shall have per-
petual succession, and by their corporate name may sue and
be sued, plead and be impleaded, in the several courts of
this state, and may have and use a common seal, and may
alter and change the same at their pleasure.

Sec. 2. And be it enacted, That the free white male ci-
tizens of Abingdon aforesaid, of the age of twenty-one years
and upwards, and having resided six months in the said town,
next preceding the election, be authorised to elect, on the
first Monday in April, in the year eighteen hundred and
twenty-nine, and on the same day annually forever thereaf-
ter, the burgess and five commissioners for the said town,
who shall be inhabitants thereof, above twenty-five years oi
age, and holding real property in said town, and the election
to be held at the most central part of the town, and the polls
to be kept open from nine o'clock in the morning until
two in the afternoon.

Sec. 3. And be it enacted, That a justice of the peace
for the time being, residing in or near Abingdon, shall ap-
point, by writing under his hand and seal, one judge to hold
the first election for burgess and commissioners, and the said
judge shall conduct the said election in the manner in which
the judges of an election district are now by law directed
to hold an election for delegates to the general assembly, as
far as may be consistent with the other provisions of this act;
and the said judge shall make return, under his hand and
seal, of the persons elected as burgess and commissioners,
to the clerk of Harford county, to be by him safely kept;
