more by Chapter 82 of the Acts of 1918; or, in its dis-
cretion, to acquire by purchase or condemnation the capi-
tal stock of any or all of said water companies and to
authorize the submission of an ordinance or ordinances
for that purpose to the legal voters of Baltimore City and
authorizing and directing the Mayor and City Council
of Baltimore to provide by ordinance for the expenditure
of the proceeds of said loan by a special commission.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and City Council of Baltimore be and it
is hereby authorized to issue its stock to an amount not ex-
ceeding twenty-five million (25,000,000) dollars, said stock to
be issued from time to time as the Mayor and City Council of
Baltimore shall by ordinance provide, and to be issued for
such amounts, and to be payable at such times, and to bear
such rate of interest as the Mayor and City Council of Balti-
more shall by ordinance provide. The proceeds of the sale of
said stock shall be used, as may be provided by ordinance of
the Mayor and City Council of Baltimore, for the purpose of
augmenting, extending and improving the water supply of
Baltimore City by the extension of mains, the increase of the
source or sources of supply, the construction of additional
storage reservoirs or adding to and extending existing reser-
voirs, the construction of additional filter basins or plants, or
adding to existing filter basins or plants, and generally to do
all things necessary, proper or expedient to secure for said
City of Baltimore a full and adequate supply of water. And
also for the purpose of acquiring by purchase or condemna-
tion all the property, both real and personal, and franchises
of any and all water companies, now furnishing water to the
inhabitants of the territory annexed to the City of Baltimore
by Chapter 82 of the Acts of 1918; or, in its discretion, to
acquire by purchase or condemnation, the capital stock of any
or all of said water companies. Said stock of the Mayor and
City Council of Baltimore, however, shall not be issued in
whole or in part unless the ordinance of said Mayor and City
Council of Baltimore providing for the issuance thereof shall
be submitted to the legal voters of the City of Baltimore at
such time and place as may be fixed by said ordinance, and
shall be approved by a majority of the votes cast at such time
and place as required by Section 7 of Article 11 of the Con-
stitution of Maryland.
